About this opportunity
The Michigan Army National Guard is seeking to purchase a Mobility Enhanced Spectrum Analyzer (MESA 2.0) and DopeScope, specialized equipment designed to provide training and evaluation of spectrum usage for military units. The procurement aims to enhance commanders' situational awareness of radio frequency signatures, with capabilities including cellular usage tracking, WiFi and Bluetooth signal detection, and interference identification. Small businesses are invited to demonstrate their capability to fulfill this requirement by submitting a detailed capabilities statement to arnold.singleton@us.af.mil by March 26, 2025, at 1:00 PM EST. The evaluation criteria will involve a review by a Subject Matter Expert (SME) who will assess whether submitted capabilities meet the government's specific technical and functional requirements. Interested vendors must provide a capabilities statement, point of contact information, business status/socio-economic factors, and a statement of interest in submitting a quote.
The pre-solicitation notice is designated as a Total Small Business set-aside, with Research Electronics International, LLC identified as the potential sole-source contractor if no viable small business sources are found. The equipment specifications include advanced technical features such as a frequency range of 10 kHz to 6 GHz (expandable to 12 GHz), sweep speeds exceeding 200 GHz/second, and multiple detection types including RF, carrier current, and acoustic leakage. The MESA 2.0 is a compact device weighing 2.4 lbs, with a battery runtime of approximately 3 hours and operational temperatures ranging from -10 to 53 degrees Celsius. While no specific contract value is mentioned, the procurement is being conducted under Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), which allows for single-source solicitation when circumstances warrant. The government's intent is to acquire a specialized spectrum analysis tool that provides comprehensive RF signal intelligence and situational awareness for military training and operational purposes.
Notice text
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a combines sources sought and notice of intent to award a sole source contract. Should this source sought notice is unsucessful to identify viable small business sources capable of providing the sought equipment, a direct award shall be issued to Research Electronice International, LLC, IAW FAR 13.106-1(b) (1)(i), Contracting Officers may solicit frome one source if the contracting officer determines that the circumastances of the contract action deem only once source reasonably available.
The Government is seeking the purchase of a Mobility Enhanced Spectrum Analyzer (MESA 2.0) and DopeScope as specified:
Why: Purchase of Spectrum Analyzing equipment to provide training and evaluation to RTUs for expeditious understanding of Spectrum Usage and Visibility, providing Commanders situational awareness of RF signatures. MESA provides Spectrum viewing to include cellular usage (upload signals) while DopeScope provides situational awareness and noise level of BT and WIFI signatures.
