About this opportunity
The Department of the Army Materiel Command Army Contracting Command is seeking to procure 93 non-tactical vehicles (NTVs) for use in South Korea through a Logistics Cost Sharing (LCS) funded contract. The procurement includes 38 11-passenger vans, 19 5-passenger sedans, and 36 7-passenger SUVs, all of which must be 2025 models from specific manufacturers like Hyundai and Kia. Eligible offerors are limited to Korean contractors as defined by the Special Measures Agreement Implementation Arrangement, with vehicles required to be manufactured in Korea. The solicitation will be evaluated on a lowest-price technically acceptable basis, with proposals due by March 26, 2025, at 1:00 PM Korea Standard Time. Contractors must be registered in the System for Award Management (SAM) and provide vehicles with manufacturer's basic warranty for 24-36 months.
The contract is an unrestricted solicitation with no specific set-aside designations, targeting the replacement of existing non-tactical vehicles that have exceeded operational efficiency limits. Delivery of the vehicles is required within 120 days after receipt of order to Camp Humphreys, South Korea. The contract will be funded by the Republic of Korea Ministry of National Defense, not U.S. appropriated funds, and will be a firm-fixed price agreement. All vehicles must be black or white in color, have less than 25km on the odometer, and include certification specifying United States Forces Korea (USFK) as the first owner. Market research conducted between July and December 2024 identified seven potential sources for the procurement, with the contracting officer anticipating competitive bidding and using Federal Acquisition Regulation (FAR) 13.106-3 methods to determine fair and reasonable pricing.
