About this opportunity
The National Park Service Pacific West Region seeks to purchase five new Utility Terrain Vehicles for three locations—Santa Monica Mountains National Recreation Area (3 units), Tule Springs Fossil Beds National Monument (1 unit), and Parashant National Monument (1 unit)—with quotations due July 24, 2026 at 15:00 Pacific Daylight Time. This is a Total Small Business Set-Aside (NAICS 336110, size standard 1,500 employees).
Questions and clarifications are due July 20, 2026 at 15:00 Pacific Daylight Time. Place of performance spans three delivery locations: Paramount Ranch in Agoura Hills, California (SAMO); Boulder City, Nevada (TUSK); and St. George, Utah (PARA). The period of performance is 90 days from award, with delivery required by December 14, 2026.
Each location has distinct specifications. SAMO requires three vehicles with 38–44 horsepower, 500-pound bed box capacity, 1,500-pound towing capacity, 1,000-pound payload capacity, and four-door configuration supporting law enforcement, permitted events, and trail maintenance. TUSK specifies one Polaris Pro XD Full Size Crew Cab Diesel UTV with approximately 898 cc displacement, minimum 23 HP, 2,500 lbs towing capacity, 1,900 lbs payload capacity, and four-person crew cab seating for maintenance and search-and-rescue operations. PARA requires one 2026 Polaris Ranger Crew XP 1000 Northstar Edition or 2027 equivalent with minimum 995 cc engine producing at least 80 HP, 6-person bench seating, 2,500 lbs towing capacity, and 1,000 lbs payload capacity.
Award will be firm-fixed-price based on technical capability, relevant experience, cost, and price reasonableness to a single vendor. Offerors must be registered in SAM with valid UEI, include all shipping and freight charges in quoted price, and maintain liability insurance of $500,000 per person, $1,000,000 per occurrence, and $500,000 property damage. Quotations are submitted electronically to Earl Michael Gabriel at earl-michael_gabriel@ios.doi.gov.
