About this file
This is a Statement of Work (SOW) accompanying a Request for Quotation (RFQ) #140P8626Q0043 issued by San Francisco Maritime National Historical Park (SAFR), a National Park Service facility.
The SOW specifies the purchase and manufacture of approximately 334 running rigging blocks for the NHL Ship Balclutha, a fully rigged historic vessel requiring block replacement due to rot, damage, and missing components that create safety risks. Blocks must be manufactured to exact specifications and delivered assembled and completed within 120 days of award. Shells shall be constructed from either white oak (Quercus alba) or ash (Fraxinus Americana), with black Delrin sheaves, 316 stainless steel sheave pins, mild A36 steel metal straps that are forge-welded where possible and hot-dipped galvanized, and copper rivets with associated roves or washers. A sample or mock-up of each block type and size must be submitted to the Contracting Officer's Representative (COR) for approval of materials, fit, finish, operation, and appearance prior to manufacturing remaining blocks; all subsequent blocks must match the approved samples exactly, with any non-conforming blocks requiring replacement at no additional cost to the Government. The detailed qty supply list specifies block quantities by size and type, ranging from 6-inch to 16-inch blocks in various configurations including single, double, and triple blocks with options such as beckets, hooks, swivels, and snatch blocks. Delivery must occur Monday through Friday (excluding Federal Holidays) between 8:00 AM and 3:00 PM at 860 Nimitz Ave., Vallejo, CA 94592, with a minimum 24-hour advance notice required. The point of contact is Adrian McCullough, Historic Ships Manager, at 415-802-4666 or adrian_mccullough@nps.gov.

STATEMENT OF WORK (SOW)
SAN FRANCISCO MARITIME NATIONAL HISTORICAL PARK (SAFR)
Purchase Block Replacement - Running Rigging Blocks For NHL Balclutha
BACKFROUND
NHL Ship Balclutha is a fully rigged vessel with an intricate system of masts, wire, and rope rigging. Blocks are used for hoisting rigging, masts, yards, controlling sails, lifting equipment, and moving components between deck and aloft. The ship has 68 blocks on each of the fore and main masts, 78 on the mizzen mast, and 34 on the head rig – totaling nearly 300 blocks of various types.
Many of Balclutha’s blocks are rotten, missing, or damaged, creating safety risks. The vessel’s block inventory is inconsistent in maker, style, and condition. New blocks are needed for restoration and preservation.
