About this file

This is a Statement of Work (SOW) for RFQ #140P8626Q0043 – REV 02 issued by San Francisco Maritime National Historical Park (SAFR) for the purchase and manufacture of replacement running rigging blocks for the NHL Ship Balclutha, a fully rigged vessel requiring 234 blocks total for restoration and preservation.

The contractor must manufacture running rigging blocks in British style consistent with 1886 specifications. Blocks must be provided in three categories: 68 blocks for the foremast, 88 blocks for the main mast, and 78 blocks for the mizzen mast. Each block type and size requires a sample or mock-up submission for COR approval before manufacturing the remaining blocks, with approval based on materials, fit, finish, operation, and appearance. All manufactured blocks must match the approved sample exactly; non-conforming blocks will be rejected and replaced at no additional cost to the government. Specifications require wooden shells of elm or ash, ironwork and fittings of mild steel with hot-dipped galvanization or 316 stainless steel finished to appear galvanized, rounded metal straps (particularly for blocks with sister hooks), black Delrin or approved equal sheaves, 316 stainless steel or copper sheave pins with square heads, and copper rivets and washers. All steel components must be stamped with a manufacture date or distinguishing mark. Blocks must be delivered fully assembled and completed with unpainted shells. The period of performance is 09/28/2026 – 09/27/2027, with deliveries required Monday through Friday between 8:00 AM and 3:00 PM (Pacific Daylight Time), excluding federal holidays, with minimum 24-hour notice required. Delivery location is San Francisco Maritime NHP, 860 Nimitz Avenue, Vallejo, CA 94592, with point of contact Adrian McCullough, SAFR Historic Ships Manager.

REQUEST FOR QUOTATION (RFQ) # 140P8626Q0043 – REV 02

STATEMENT OF WORK (SOW)

SAN FRANCISCO MARITIME NATIONAL HISTORICAL PARK

(SAFR)

Purchase Block Replacement - Running Rigging Blocks

For NHL Balclutha

BACKFROUND

NHL Ship Balclutha is a fully rigged vessel with an intricate system of masts, wire, and rope rigging. Blocks are used for hoisting rigging, masts, yards, controlling sails, lifting equipment, and moving components between deck and aloft. The ship has a total of 234

Blocks that are being replaced.

Many of Balclutha’s Blocks are rotten, missing, or damaged, creating safety risks. The vessel’s Block inventory is inconsistent in maker, style, and condition. New Blocks are needed for restoration and preservation.

SPECIFICATIONS:

Running Rigging Blocks for replacement will meet the following specifications: Block

List

- By Block size and type with associated running rigging component.

All Blocks for the running rigging –

- the Blocks are to be in the British style common when the ship was launched

(1886)

- Sample (or mock-up) of each type and size of running rigging Block to be provided to the COR for approval of materials, fit, finish, operation and appearance prior to manufacture of the remaining Blocks. If the Blocks are not able to be sent, good photos with clear understanding of appearance and build quality must be provided.

- All subsequent Blocks manufactured must match the materials, fit, finish, operation and appearance of the COR approve sample (or mock-up).

- Blocks found to differ from the original COR approved sample (or mock-up) will not be accepted and will require replacement by the Contractor with the approved type at no additional cost to the Government.

- Each sample (or mock-up) Block and all subsequent Blocks of a specific type shall match in detail, construction and specification to the approved requirements.

- Blocks to be delivered assembled and completed with shells unpainted.

- Shells to be of either Elm or Ash (Fraxinus Americana).

- Ironwork and fittings will be either Mild Steel and hot dipped galvanized or made from 316 Stainless steel and finished to give a galvanized appearance.

- Current metal straps do not allow proper use of the Sister Hooks which should be used as connectors in the rigging, since the Hooks bind on the wide straps – they were designed to be used on Blocks with a rounded strap, common in

Britain in the 1880’s. At a minimum, this detail must be present on the Blocks with Sister Hooks.

- Metal straps to be of mild (A36) steel, forge welded where possible and hot-dipped galvanized prior to assembly. 316 Stainless steel made to look galvanized is acceptable.

- Sheaves to be of black Delrin or COR approved equal.

- Sheaves pins shall be 316 stainless steel or copper with a square head.

- Rivets and associated roves or washers to be copper.

- Finished Blocks must have the date of manufacture or some other distinguishing mark stamped on all steel components to identify that they are not historic.
