About this opportunity
The Department of the Air Force Global Strike Command seeks purchase and installation of nitrogen generation systems in five dormitory buildings at Francis E. Warren Air Force Base, Wyoming, with quotations due September 17, 2026. This is a total small business set-aside restricted to NAICS 238220 with a $19 million size standard.
Place of performance is Francis E. Warren AFB, Wyoming. The contractor must design, install, test, calibrate, and commission turnkey nitrogen generation panels to replace existing air-compressor-based dry pipe fire suppression systems within 45 calendar days of award. The nitrogen generator plant must pressurize systems to designated operating pressure within 30 minutes, maintain at least 98% nitrogen concentration throughout the entire piping network per NFPA 13, and comply with NFPA 70 electrical standards. On-site installation technicians must hold active NICET Level II (minimum) or Level III/IV (preferred) certification in Water-Based Systems Layout and be factory-trained and authorized installers for the proposed nitrogen system brand and model. The contract covers five buildings (222, 223, 226, 244, and 248) with two line items: supply of five nitrogen systems and labor for installation, both firm fixed price.
Deliverables include manufacturer product data sheets, signed and stamped shop drawings, operation and maintenance manuals, and as-built schematics prior to final acceptance. The contractor must conduct pneumatic leakage and trip testing in the presence of the Contracting Officer's Representative or Base Fire Marshal and provide up to two hours of on-site operations and maintenance training. In buildings 222, 223, and 226, the contractor must safely remove and dispose of legacy air compressors, piping, and air maintenance devices off-base in compliance with EPA and federal environmental regulations. In buildings 244 and 248, equipment identified for retention must be coordinated with the suppression shop. Quotations must be valid for 90 calendar days and submitted via email only. All quoters must be registered in SAM at submission. A mandatory site visit occurred August 27, 2026; questions were due August 28, 2026. Award will be made to the lowest priced, technically acceptable quote. Funds are not presently available; no award will be made until funds are available. Contact Kyle Harris and Liezel McIntyre.
