About this file

This is a Questions and Answers document for federal contract FA461326Q0018, which addresses the purchase and installation of nitrogen systems to replace air compressors in multiple dormitory facilities across five buildings (222, 223, 226, 244, and 248).

The nitrogen system specifications require 25-28 PSI pressure and 98% purity in accordance with NFPA 13 standards. The project involves replacing existing air compressors with nitrogen generators; as-builts are available for all dormitories except Building 223, which has a 4,600.781 square foot attic covered by dry fire suppression systems. Buildings 222, 223, and 226 require 120-volt generators that can utilize existing 120v 20a electrical service originally dedicated to air compressors, while Buildings 244 and 248 require identification of available 208/220/240 three-phase breakers and 120-volt service for smart vents—the contractor is responsible for engaging a Fire Alarm Technician to identify all electrical requirements. The contractor must handle all electrical wiring from nitrogen generators to existing electrical lines previously serving the air compressors and is responsible for low-air alarm notifications to the fire department's D-21 program only, with no additional fire system notifications required. Newer air compressors in Buildings 244 and 248 must be removed and set aside for Fire Alarm shop retrieval without disposal. Work must be completed during duty hours per the Performance Work Statement with family day coordination only, no Federal Holiday work permitted, and escorts required for dormitory access.

FA461326Q0018 Purchase and Install Nitrogen System in Multiple Facilities

Questions and Answers

Question 1: Do you know the anticipated volume or flow rate needed and at what pressure?

Govt’s Answer: Pressure: 25 – 28 PSI. Flow rate and volume are not needed as we are basically doing a swap to replace the air compressor.

Question 2: Please confirm 98% purity is expected.

Govt’s Answer: 98% purity is needed for Nitrogen in accordance to NFPA 13.

Question 3: Do you have as-builts on existing sprinkler systems. If not, we will need the square footage of each area covered by dry systems.

Govt’s Answer: We have as-builts for the Fire Suppression for all the dorms besides Building 223.

The square footage of the attic that the dry fire suppression is covering is 4,600.781 square feet. This will show fire alarm panel locations and equipment in place. See Attachment 5 as Reference.

Question 4: Is the inhouse government electrician going to run power to each nitrogen generator? If not, we will need the know how far away the closest panel is to price this work.

Govt’s Answer: The government electricians will not run power due to liability issues. Electrical panels for most – if not all – of these buildings should be directly next to existing air compressors as they are all located in mech rooms. If a new service run is needed, provide the labor per the PWS, but we will be able to utilize the existing electrical run for the air compressors if the nitrogen generators are 120v. As

I understand it though (and through confirmation with the alarms shop) the current air suppressors are on a 120v 20a circuit which the nitrogen generators should be able to tie directly into without the need for additional cables. This is not the case for 244/248 as they do not currently have fire suppression or alarms set up.

Question 5: Who is responsible for wiring from nitrogen generators to the fire alarm panel?

Govt’s Answer: The contractors will be responsible for wiring the nitrogen generator into existing electrical lines that the air compressor was originally attached to.

Question 6: Please provide the electrical panel locations in all 5 buildings basements to run dedicated services to the nitrogen generators and smart vents. Bldgs 222, 223 and 226 are 120 volt generators and Bldgs. 244 and 248 are 208/220/240 3 Phase generators.

Govt’s Answer: We already have 120v 20a service run for the air compressors that the nitrogen generators can tie directly in to. All current generators are running on 115 volts, so they should be all the same when switching to nitrogen.

Question 7: Please verify if B244 and B248 have 208/220/240 3 Phase breakers available for the generators and 120 Volts available for the smart vents?

Govt’ Answer: The contractors is responsible for having a Fire Alarm Technician identify services needed for all electricity requirements.

Question 8: What is required for the connection from the nitrogen generator control panels to the main fire alarm control panel?

Govt’s Answer: Contractor is only responsible for installation and hook up to existing alarms for low air if needed.

Question 9: Are these supervisory alarm notifications that doesn’t alarm the entire building, or just notification to the D-21 at the fire department.?

Govt’s Answer: The only notification that the generator will produce for the D-21 program would be low air. That would be the only requirement that is needed as the Fire Department does not need any extra notifications regarding the fire system.

Question 10: If wiring from the nitrogen panels to the main fire alarm panel, additional programming will need to be done on the fire alarm main control panel – please confirm.

Govt’s Answer: See Question #9.

Question 11: There are 2 newer air compressors, 1 each in B244 and B248. PWS states to remove and dispose of legacy equipment. At the site visit, suppression shop requested to keep these and not dispose of. Please advise if you want these and not dispose of them and for us to coordinate with suppression shop for them to pick up.

Govt’s Answer: The Fire Suppression shop will want the newer equipment. Contractor is responsible to remove this equipment and set aside for the Fire Alarm shop retrieval (do not dispose).

Question 12: Please advise - if work can be done on military and family down days, usually before and after holidays?

Govt’s Answer: Work will be completed during duty hours per the PWS and family days only with proper coordination. No work is allowed during Federal Holidays. Escorts will be necessary when completing work in the dormitories.
