About this opportunity

The Department of State US Embassy Brussels is soliciting quotations for the purchase and delivery of two new Sports Utility Vehicles (SUVs) for embassy operations in Belgium. The procurement requires one 7-seater SUV and one 5-seater SUV, both meeting European specifications with automatic transmission, all-wheel drive, leather interior, parking assistance, rear camera, and all-season tires, available in grey, black, navy, or white colors with standard features including radio, GPS, Bluetooth, and Apple CarPlay. Offerors must be registered in the System for Award Management (SAM) database, possess authorization to operate in Belgium with a Belgian VAT number, and submit complete quotations including SF-1449 forms, pricing sections, representations and certifications, and proof of SAM registration. The government intends to award a firm-fixed-price contract to the responsible company submitting the lowest-priced acceptable offer, potentially without discussions, though competitive range discussions may occur if necessary. The question submission deadline was July 15, 2025, at 3:00 PM, with quotations due by July 25, 2025, at 2:00 PM via electronic submission to BrusselsBids@state.gov in PDF format not exceeding 30MB per file.

This solicitation does not utilize any set-aside designations and is open to all qualified vendors meeting the registration and authorization requirements. No incumbent contractors or current service providers are identified in the documentation, and no specific award values or budget ranges are disclosed by the government. The procurement involves exactly two vehicles with delivery expected within 6-12 months after contract award, subject to a 21% Value Added Tax consistent with Belgian tax requirements. Performance will occur in Brussels, Belgium, specifically with delivery to the American Embassy Warehouse in Zaventem, Belgium. The solicitation documents confirm that multiple vehicle manufacturers including Volvo, Mercedes-Benz, BMW, Volkswagen, Toyota, and Ford are acceptable brands with no government preference indicated.
