About this opportunity

The United States Embassy in Mexico seeks a public opinion research company to provide comprehensive quantitative polling and qualitative research services, including focus groups and interviews, to monitor and track public sentiment trends in Mexico on issues relevant to U.S. government interests such as U.S.-Mexico relations, security cooperation, migration, and trade. The contract is structured as a single award indefinite-delivery, indefinite-quantity (IDIQ) type with firm-fixed rates covering one base year and four option years. Contractors must possess over ten years of public opinion research experience, maintain memberships in national market research associations and international public opinion research organizations, conduct monthly self-funded nationwide door-to-door surveys, and have pre-existing local staff with at least three years of residence in Mexico. The government intends to award the contract to the lowest-priced, technically acceptable offeror who is a responsible contractor, potentially without further discussions. The original proposal deadline has been extended twice, with the current submission deadline set for September 30, 2025, at 5:00 PM Mexico City time, while questions were due by July 25, 2025.

This solicitation does not utilize any set-aside designations and is open to all responsible sources who can meet the requirements. No incumbent contractors are identified in the documentation. The contract has a minimum value of $1,900 per 12-month period, though no maximum ceiling is specified in the available documents. Research services will include national quantitative studies with 2,400 respondents across four regions of Mexico, state-level surveys with 800 respondents, and various focus groups and in-depth interviews targeting specific populations including Mexican citizens, potential migrants, and third-country migrants transiting Mexico. The place of performance is Mexico City, with research activities to be conducted across multiple states including potential focus on Chiapas, Guerrero, Oaxaca, Veracruz, Puebla, Guanajuato, and Michoacan. All research must be conducted in Spanish with strict methodological requirements including 95% confidence levels and surveys completed within 30 minutes.
