About this file
This document is an Amendment to a Request for Proposals (RFP) issued by the U.S. Embassy in Mexico City for research and survey services. The amendment modifies several sections of the original solicitation, primarily related to national quantitative studies, non-local qualitative studies, and in-depth interviews. Key changes include detailed specifications for conducting surveys with 2,400 participants across four regions of Mexico, requirements for sampling methodologies, and guidelines for reporting and presenting research findings. The amendment also updates the proposal submission deadline to Tuesday, September 30, 2025, at 5:00 PM Mexico City time, and requires contractors to submit resumés for key management personnel along with their technical proposals.
The research services involve conducting various types of studies, including national quantitative surveys, focus groups, and in-depth interviews targeting specific populations such as Mexican citizens, potential migrants, and third-country migrants transiting Mexico. The studies must adhere to strict methodological requirements, including random sampling based on National Electoral Institute (INE) sections, maintaining specific sample sizes and margins of error, and providing detailed reporting in PDF, PPT, SPSS, and XLS formats. The U.S. Embassy's Public Diplomacy Section will closely collaborate with the contractor in drafting questionnaires, approving research designs, and determining the focus and geographic scope of each study.

SOLICITATION NUMBER 19MX5324R0007
1. RFP Section C.3.4.1 section
Subparagraph c) text is added to complement it, subparagraph h) is added to complement the clause; therefore, this section is hereby replaced as follows:
FROM
C.3.4.1 National Quantitative Study
For each National Quantitative Study (survey) approved and requested by the Embassy through a fully approved Task Order, the contractor shall conduct and provide the following deliverables:
a) A nationwide door-to-door survey with a sample size of 2,400 Mexicans over the age of 18, with a 95 (ninety-five) percent confidence level, and a margin of error of 2 (two) percent. Households must be selected with random sampling method, based on National Electoral Institute (INE) voting regions. Sample must be nationally representative overall, subdivided into regional representation of northern, central, southern, and capital regions (with a regional margin of error of four (4) percent per region. Only with the express written consent of the Embassy’s point of contact, can the sample size be selected by other than the random sampling method for strategic purposes.
b) Questionnaire for (each of the) survey(s) shall be drafted by the Embassy’s Public Diplomacy Section (PDS) in conjunction with the contractor. The contractor is expected to make recommendations as to the wording of the questions (seeking unbiased, representative responses, avoiding false positives or negatives) and to the length of the questionnaire (to keep within industry standards and industry response rate). Ultimate wording and length shall be decided by the Embassy’s PDS.
No questionnaire can go to the field without the express written consent of the PDS point of contact designated by the COR. The Embassy’s PDS expects interviews to be conducted in the field in a one-to-two-week period once questionnaire is approved.
c) The contractor shall deliver a presentation correlating and analyzing results in graphic format and statistical interpretation of data. Results should be compiled and analyzed at the national and regional levels;
results should also highlight relevant changes in demographic variables (including, but not limited to, significant variations in opinions held by gender, age, political party affiliation, or location) and historical trends, as instructed or requested by the Embassy’s PDS. Results shall be for the private use of the U.S. Embassy and U.S. government, except in the cases when the PDS determines that they can be shared for strategic purposes.
Embassy expects recommendation from contractor as to the need for weighting results.
d) To avoid information leakage, PDS strongly prefers that the contractor use its own trusted personnel for conducting interviews and capture responses in electronic tablets.
e) The Embassy requires the final report to include presentation of results in visually appealing .PDF and .PPT formats, as well as delivery of all raw data in.SPSS and .XLS formats. Provider must be able to provide demographic breakdowns of specific questions as requested.
f) While quantitative studies must be conducted via door-to-door interviews, in events of medical or security emergencies—and only with the express, written consent of PDS—research can be conducted by alternative methods. In any case, sample size may not be reduced.
g) Questionnaires, including demographic questions, are between 70-75 questions long. interviews should be between 30- 35 minutes length.

Embassy expects recommendations from contractors as to the need for weighting results. Contractors shall ensure presentations are concise while adequately addressing all required content. As a general guideline, one page per question is sufficient; however, flexibility in format and length is permitted based on the complexity of the findings. When historical data is available, contractors are expected to present longitudinal analyses to identify trends or shifts in responses over time.
While a live or virtual presentation is not required, the Government is open to such a format if proposed by the contractor.
d) To avoid information leakage, PDS strongly prefers that the contractor use its own trusted personnel for conducting interviews and capturing responses in electronic tablets.

g) Questionnaires, including demographic questions, are between 70-75 questions long. interviews should be between 30- 35 minutes length.
h) The U.S Government will define the states, based on strategic needs. The contractor’s input of the contractor is welcome but not binding. Studies outside Mexico City can typically focus on Mexico’s northern border, southern border or the states of Guerrero, Chiapas, Oaxaca, Veracruz, Puebla, Michoacan or Guanajuato. But all states are within the real of possibility. The USG will make its decision about a month prior.”
