This solicitation is for the Court Services and Offender Supervision Agency (CSOSA) in support of CSOSA's mandate to provide comprehensive treatment and assessment services to offenders (hereinafter referred to as Clients) who have been ordered to undergo such treatment by the courts, either as part of a sentence, pre-sentence, or as a condition of probation or parole. The information required with any submitted quote is outlined in Section L. This Solicitation is advertised as a total Small Business Set-Aside under NAICS code 621330, Offices of Mental Health Practitioners. The resultant award is anticipated to be a total of 5 years (one 12-month base period plus four 12-month option periods). All quotes submitted must comply with all submission requirements identified in Section L. 

Services include a comprehensive psychosexual risk assessments, sexual history polygraph examinations, psychosexual risk assessment reports, and corresponding treatment recommendations, and represent findings before appropriate judicial bodies, as requested. Risk assessment and treatment recommendations should be consistent with best practices outlined by the Association for the Treatment of Sexual Abusers (ATSA), specifically, ATSA Adult Practice Guidelines.

The Contractor will perform the work under the forthcoming award at CSOSA’s facility located at 633 Indiana Avenue, NW, Washington DC, 20004. It may be possible that other CSOSA facilities in Washington, DC will be utilized on an as needed basis. The Contractor may also provide some services virtually.
