About this opportunity

The Court Services and Offender Supervision Agency seeks psychological treatment services for its Washington, DC operations, with quotations due June 15, 2026, and questions due May 29, 2026. The procurement is set aside 100% for small businesses under NAICS 621330, with no restrictions on women-owned or economically disadvantaged women-owned small business participation.

Services include evidence-based individual psychotherapy (725 estimated sessions), behavioral health anger management and impulse control groups (435 sessions each), grief and loss counseling, behavioral health advocacy groups, and translation services (28 reports) per period. Performance is on-site at CSOSA facilities in Washington, DC, with HIPAA-compliant telehealth permitted. The contract structure is firm-fixed-unit-price with a 12-month base period and four optional 12-month periods. The government will evaluate options by adding one-half of the final option period prices to the total evaluated price.

Key personnel must include a Clinical Psychologist with Ph.D./Psy.D., current unrestricted license, and five years' experience with justice-involved populations; Master's-level clinicians with appropriate licensure; and a Clinical Supervisor with Ph.D./Psy.D. and supervisory experience. A District of Columbia professional license is not required for clinicians delivering services in person. Maximum group sizes are 10–12 participants. The government will not reimburse for no-shows or missed appointments.

Amendment No. 001, issued May 29, responds to 26 contractor questions and removes Neuropsychologist and Polygraph Examiner from required key personnel. Evaluation weighs qualifications of key personnel, relevant corporate experience, and past performance (collectively more important than price) against price. The incumbent is Mid-Atlantic Children's Services, Inc. dba Mid-Atlantic Psychological Services.
