About this file
This is Amendment No. 001 to RFQ #9594CS26Q0021 for Psychological Treatment Services issued by the Court Services and Offender Supervision Agency (CSOSA), Office of Procurement. The amendment responds to 26 contractor questions and modifies Sections H.5.1 (Key Personnel), L.2.3.2 (Submission Requirements for Factor 1), and L.5.2 (Submission of Quotations). Key clarifications include: removal of Neuropsychologist and Polygraph Examiner from required key personnel; confirmation that a District of Columbia professional license is not required for clinicians delivering services in person; and clarification that both psychological and mental health services are intended under a fixed-price unit-price contract structure. The Government will not reimburse for no-shows or missed appointments.
Service requirements include evidence-based psychotherapy, grief and loss counseling, behavioral health advocacy groups, and anger management groups, with maximum group sizes of 10-12 participants. The incumbent contractor is Mid-Atlantic Children's Services, Inc. (Mid-Atlantic Psychological Services), operating under award number 9594CS21P0044. Clinical staff must hold appropriate licenses and meet specified supervision requirements; a "psychological program" includes intake and assessment, evidence-based treatment protocols (CBT, DBT, motivational interviewing, trauma-focused therapies), treatment planning, progress monitoring with validated outcome measures, credentialed staff, and ethical and legal compliance. Services are delivered on-site at CSOSA facilities in Washington, DC, with a telehealth component permitted. Subcontracting opportunities may be available when partnered with a qualifying prime contractor. Offerors must submit five files: cover letter, Factor 1 (qualifications), Factor 2, Factor 3, and price quote, acknowledging receipt of this amendment prior to the deadline specified in the solicitation.

RFQ #9594CS26Q0021
Amendment No. 001
1. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
RESPONSE: Per Section L.11, “L.11 Current Incumbent. The incumbent contractor performing the work identified in this solicitation is Mid-Atlantic Children’s Services, Inc. dba Mid-Atlantic Psychological Services, 100N Pitt St., Suite #320 Alexandria, VA 223014-3144 under award number 9594CS21P0044.
2. Section H.5.1 — Key Personnel (Neuropsychologist). Section H.5.1 lists a "Neuropsychologist" among the Key Personnel, but Section C.3.7 defines required personnel only as the Clinical Psychologist, Master's Level Clinician, and Clinical Supervisor, and the Section C.4 tasks do not appear to require neuropsychological services. Will the Government please confirm whether a Neuropsychologist is a required Key Person for this Treatment requirement, and if so, identify the corresponding task(s) and qualification requirements?
RESPONSE: Section H.5.1 is hereby amended to remove Neuropsychologist. Refer to RFQ Amendment No. 001 conformed copy (red font).
3. Section L.2.3.2 — Key Personnel (Polygraph Examiner). Section L.2.3.2 describes the Key Persons as "personnel performing the Therapist position and performing as the Polygraph Examiner." The Statement of Work (Section C) does not reference polygraph services. Will the Government please confirm that no Polygraph Examiner is required under this Treatment requirement, and that the submission requirement applies to the therapist/clinical Key Personnel defined in Section C.3.7?
RESPONSE: Section L.2.3.2 is hereby amended to remove unrelated language. Refer to RFQ Amendment No. 001 conformed copy (red font).
4. Sections C.3.3 and B / Attachment J-8 — Group Session Quantity. Section C.3.3 states that "the total number of group sessions scheduled per year may not exceed 416 sessions," while the CLIN tables in Section B and Attachment J-8 list a quantity of 435 group sessions per period. Will the Government please clarify which quantity quoters should use for pricing the group-session line item? Additionally, we wanted to confirm whether the pricing here is per group or per group attendee?
RESPONSE: Section C.3.3 is hereby amended to remove unrelated language. Refer to RFQ Amendment No. 001 conformed copy (red font).
5. Attachment J-8 — Translation/Special Language Unit Price. Attachment J-8 notes that "the quoter is required to provide a single unit price for any translation services regardless of the type." Will the Government please confirm that one blended unit price covering American Sign Language interpretation, foreign-language interpretation, Video Remote Interpreting (VRI), and document translation satisfies this requirement?
RESPONSE: Yes, a single unit price for any translation services satisfies this requirement.
RFQ #9594CS26Q0021
Amendment No. 001
6. Section L.5.2 — Submission File Structure. Section L.5.2 lists "File 1" through "File 4" and then "File 7: Price Quote." Will the Government please confirm that a complete submission consists of five files (Cover Letter, Factor 1, Factor 2, Factor 3, and Price Quote), and that the price quote may be submitted as the fifth file?
RESPONSE: Section L.5.2 is hereby amended accordingly. Refer to RFQ Amendment No. 001 conformed copy (red font).
7. Section C.3.7.1 — Clinical Psychologist Licensure Jurisdiction. Section C.3.7.1.b permits a "full, current, and unrestricted license to practice... in the District of Columbia, or a state, territory, or Commonwealth of the United States." Given that performance is on-site at CSOSA facilities in the District of Columbia (Section F.3), will the Government please confirm whether a District of Columbia license is required for clinicians delivering services in person, or whether an out-of-jurisdiction license is acceptable provided the clinician is otherwise qualified (and if so, which jurisdiction if only a limitd subset such as MD, VA, or oter nearby states apply)?
RESPONSE: A District of Columbia license is NOT required for clinicians delivering services in person. Yes, an out-of-jurisdiction license is acceptable provided the clinician is otherwise qualified.
8. General Scope of Services: The RFP is titled "Psychological Treatment" and appropriately requests the services of a clinical psychologist. However, it also references master’s-level clinicians, who are not authorized to provide psychological services, as the term “psychological” is legally protected. Please clarify whether the requested service is intended to be a mental health service or a psychological service.
RESPONSE: Both psychological and mental health services are intended for the purpose of this RFQ. This is a fixed price unit price contract type. Offeror should propose a fixed rate for all services provided.
9. Section B – Services and Prices (Attachment J-8 Solicitation Price Sheet): The pricing sheet does not appear to include separate line items for “No Shows/Missed Appointments” or “Case Consultation” services. Can separate line items for these services be added? If not, please advise how these services should be identified and allocated within the RFQ pricing structure for consideration and reimbursement purposes.
RESPONSE: The Government will not reimburse for no-shows/missed appointments for this requirement.
10. C.3.1.1 – Referral Authorization: Will the primary coordination contact start with the assigned CSO/SCSO? Additionally, if the Contractor is unable to reach the CSO/SCSO after the initial outreach attempt, may the Contractor contact the Supervisee directly using the contact information provided in the referral to schedule the assessment? In some cases, CSO/SCSO staff may be unavailable or in a non-work status for several days, which may contribute to referrals being prematurely closed due to delayed communication.
RFQ #9594CS26Q0021
Amendment No. 001
RESPONSE: As with all federal contracts, the primary point of contact will be the Contracting Officer Representative (COR). As stated in the SOW, “the COR shall provide a referral for the Contractor for each Supervisee to receive….” For the purpose of the Referral Authorization process, if the Contractor is unable to reach the CSO, then the Contractor shall contact the SCSO. If the SCSO is not available, then the Contractor should contact the COR.
11. C.3.1.6 NOTICE REFERENCED: The CSO/SCSO must notify the Contractor immediately upon learning that a Supervisee will miss an appointment due to an unforeseen emergency.” Will CSO/SCSO personnel be formally advised of this notification requirement? Additionally, if the Contractor receives notice of a cancellation less than 24 hours before the scheduled appointment due to an unforeseen emergency, will this still be treated as a no-show under standard cancellation procedures?
RESPONSE: Yes, the CSO/SCSO personnel will formally be advised of this notification requirement. Yes, if the Contractor receives notice of a cancellation less than 24 hours before the scheduled appointment due to an unforeseen emergency may be treated as a no-show under standard cancellation procedures. However, the Government will not reimburse for no-shows/missed appointments for this requirement.
12. C.3.2 – No Show/Missed Appointments: The pricing sheet does not appear to contain a line item related to no-show or missed appointments. Was compensation for evaluator preparation time and reserved appointment time considered during development of the RFP for situations in which a Supervisee fails to attend a scheduled in-person or virtual assessment? If not, can such a line item be added or otherwise accommodated?
RESPONSE: The Government will not reimburse for no-shows/missed appointments for this requirement.
13. C.3.2.2: This paragraph states that “Supervisees are only allowed to miss one appointment before the closing of the referral occurs unless the reason is unforeseen and documentation is provided.” For clarification purposes, does this mean the referral is automatically closed after one missed appointment, or may the Supervisee be permitted to reschedule a second appointment prior to referral closure?
RESPONSE: Yes, this mean the referral is automatically closed after one missed appointment. No, the Supervisee will not be permitted to reschedule a second appointment prior to referral closure.
14. C.3.3 - Scheduling and Group Cancellation: As written, COR shall provide the contractor with a schedule of group sessions, designing the group type, days of the week, times and locations. Please clarify whether Contractors are expected to strictly operate only during the designated days and times established by the COR, or whether Contractors may propose alternative schedules based on staffing and operational availability.
RESPONSE: Section C.3.3 is hereby amended to remove unrelated language. Refer to RFQ Amendment No. 001 conformed copy (red font).
RFQ #9594CS26Q0021
Amendment No. 001
15. As written, this paragraph advises the contractor cannot change/cancel any session without the expressed written direction of the COR. Please clarify how emergency situations involving facilitators, illness, unforeseen scheduling conflicts, or operational disruptions should be handled under this requirement.
RESPONSE: The Contractor is required to perform the services required regardless of one of the Contractor’s key personnel are unavailable. While we understand emergency situations do occur, the Government requires the Contractor to inform the COR as soon as the emergency occurs and the Contractor cannot perform contracted requirements.
16. As written, the paragraph only references 2 sessions for Groups per week at 2 locations. Please clarify:
a. Whether this means two total sessions per week or two sessions per location per week;
b. Whether services are expected to be exclusively in-person; and
c. Whether virtual group options may be permitted for Supervisees with employment, transportation, or childcare limitations.
RESPONSE: Section C.3.3 is hereby amended. Refer to RFQ Amendment No. 001 conformed copy of RFQ (red font).
17. Please clarify the maximum permitted group size for each group modality referenced within the RFQ.
RESPONSE: The maximum permitted group size for each group modality referenced is 10 – 12 participants.
18. C.3.7.3 – Clinical Supervisor: Under the role of the Clinical Supervisor, it is stated that the supervisor must have direct observations. Please clarify how the Government intends this requirement to be operationalized, as direct observation of clinical sessions may create ethical, confidentiality, and clinical practice concerns depending on the setting and treatment of modality.
RESPONSE: The SOW does not state “the Clinical Supervisor must have direct observations”. The Clinical Supervisor is responsible for “conducting case file reviews, case file audits, crisis intervention consultations, reviewing and approving written clinical documents, providing clinical staff oversight and continuous quality improvement, monitoring activities, and participating in the interdisciplinary team meetings.”, in which these activities provides direct observations of the Contractor staffs’ performance.
19. Section C references “a minimum of five years within the past seven years of verifiable experience as a Clinical Supervisor in a psychological program.”. Please clarify what constitutes a “psychological program” for purposes of satisfying this qualification requirement.
RESPONSE: For the purpose of satisfying this requirement, a “psychological program” will consist of the following:

• Intake and psychological assessment — standardized instruments, clinical interviews, diagnostic formulation
• Evidence-based treatment protocols — CBT, DBT, motivational interviewing, trauma-focused therapies, etc.
• Treatment planning — individualized goals tied to DSM/ICD diagnoses
• Progress monitoring — validated outcome measures (PHQ-9, PCL-5, etc.)
• Credentialed staff — licensed psychologists, and often licensed counselors under supervision
• Ethical and legal compliance — HIPAA, informed consent, mandated reporting
20. Are you requesting a copy of the performance evaluation? Is this something that can be audited?
RESPONSE: The Government is not privy of Contractor and Contractor staff relationships. Therefore, CSOSA is not, nor does the SOW request a copy of performance evaluations.
21. C.4.0 – Tasks: The service for mental health treatment is 50 minutes, however if a translation service is required, this will necessitate double time. Please clarify whether:
• The 50-minute requirement remains fixed regardless of interpretation needs;
• Extended time related to translation services is authorized; and
• Additional clinician time associated with interpretation services is compensable.
RESPONSE: This is a fixed price unit price contract type. Offerors are to propose fixed rates for the services provided.
22. C.4.1 Task 1 - Evidence Based Psychotherapy & C.4.2 Task 2 - Grief & Loss Counseling:
Please clarify the expected initial number of sessions for each therapy modality.
Additionally, if the authorized sessions are exhausted, but continued treatment is clinically indicated, please clarify the process for requesting additional sessions and approvals.
RESPONSE: Each therapy modality depends on the Contractor’s treatment modality and the progression of the patient in psychotherapy or counseling. If additional sessions are needed; the Contractor shall contact the COR to receive a new Vendor Referral Letter. In addition, the Contractor shall provide treatment plan and progress notes of the Supervisee who requires continued services for review.
23. C.4.4 Task 4 - Behavioral Health Anger Management Group: Is there a limit to the number of Anger Management cohorts that may operate concurrently per week under this task area?
RESPONSE: We cannot guarantee the number of participants or ultimately, number of cohorts per week. However, based on the professional knowledge and experience, the Contractor is expected to perform the required services.
RFQ #9594CS26Q0021
Amendment No. 001
24. C.4.3 Task 3 - Behavioral Health Advocacy Group & C.4.5 Evidence Based Impulse Control Group: Both task areas reference two sessions per week. Please clarify whether these groups are expected to run concurrently, which would result in:

RESPONSE: Yes, these groups are expected to run concurrently.
