About this opportunity

The Federal Aviation Administration (FAA) is conducting market research for a contract to provide psychological screening consultation services. The FAA requires a Minnesota Multiphasic Personality Inventory (MMPI) Subject Matter Expert (SME) to independently review records, including medical applications and documentation, for each identified Air Traffic Control Specialist (ATCS) applicant. The contractor must have a Doctor of Psychology degree, a valid psychology license, and a minimum of 5 years' experience in aerospace psychology. Key tasks include reviewing MMPI-2 profiles, providing cleared/not cleared/retest recommendations, reviewing Tier 2 psychological evaluations, and alerting of potential self-harm indicators. The FAA is not seeking proposals at this time, but is requesting statements of interest and capabilities from large businesses, small businesses, service-disabled veteran-owned small businesses, and 8(a) certified firms by April 12, 2024.

The acquisition strategy has not been determined, and the FAA may choose an unrestricted competition or a small business set-aside. The NAICS code is likely 541690 (Other Scientific and Technical Consulting Services), and the PSC code is likely R425 (Professional/Management Development/Training). The FAA will not pay for any information received or costs incurred in preparing the response to the market survey, and any costs associated with the market survey submittal are solely at the interested vendor's expense.
