About this opportunity
United States Special Operations Command (USSOCOM), through Marine Forces Special Operations Command (MARFORSOC), is seeking to procure Personnel Recovery/Survival, Evasion, Resistance, and Escape (PR/SERE) training and exercise support services from qualified contractors. The contract will require Subject Matter Expert (SME) instructors to deliver comprehensive PR/SERE training including academic instruction, field exercises, role-play activities, and specialized training across various scenarios such as wartime prisoner of war situations, peacetime governmental detention, and hostage detention. Key qualifications for contractor personnel include military service experience, SERE course graduation, and High-Risk Training Instructor (HRTI) certification, with specific roles required including a Task Lead, Section Leads, and instructors at various certification levels (Basic, Certified, Senior, and Master PR/SERE HRTI). The Government will evaluate offerors based on past performance recency and relevancy, transition plans and capability to achieve full operational capability, demonstrated instructor qualifications and recruitment capability, and staffing and management approaches including retention and surge management strategies. Critical dates include the RFI response deadline of January 28, 2026 at 0800 EST, with an anticipated solicitation release of April 1, 2026, offer due date of May 1, 2026, and projected contract award by June 30, 2026.
This procurement is not set-aside for any particular business category. The contract will support up to 10 Full Spectrum Level "C" SERE courses annually, each lasting 19 consecutive days with capacity for up to 48 students per course, with potential surge capacity to add up to six additional instructors as needed. The initial performance period extends from August 6, 2026 to August 5, 2027, with three 12-month option periods and one 6-month option period, creating a potential five-year contract duration if all options are exercised. No incumbent contractor or award value information is specified in the presolicitation materials. The NAICS code for this procurement is 611430 (Professional and Management Development Training), and responses must include detailed information about the respondent's company, previous relevant experience, instructor retention rates, and recruitment capabilities. Funds have been appropriated for this contract, and the Government intends to award a stand-alone contract through SAM.gov rather than utilizing existing contract vehicles.
