About this file

This is a Questions and Answers document for Request for Information (RFI) H9225725U0001 regarding PR/SERE training support services. The document does not address specific products or services, pricing terms, response dates, or award information, as it consists solely of clarifications to industry questions posed during the presolicitation phase.

Key clarifications provided include: the Government intends to award a stand-alone contract through SAM.gov rather than utilizing existing contract vehicles; military experience will not substitute for the 18-month Program or Contract Manager experience requirement; T3i did not assist in drafting the Statement of Work; specialized PR/SERE qualifications refer to sustainment training through attendance at available SERE courses; Section Leads may complete SERE348 and PR397 courses while serving in the position rather than as prerequisites; and funds have been appropriated. The Government will evaluate past performance based on recency and relevancy, with consideration for subcontractor performance; will evaluate offerors' transition plans and capability to achieve full operational capability; will assess both existing instructor qualifications at proposal submission and demonstrated capability to recruit and qualify instructors within Government timelines; and will evaluate staffing and management approaches including instructor retention strategies, surge management, and backfill timelines.
