About this opportunity

The National Park Service Southeast Region seeks removal of hazardous trees and vegetation from roadsides at Mammoth Cave National Park in Kentucky, with quotations due August 17, 2026, at 1:00 PM Eastern Time. This is a total small business set-aside.

Place of performance is 2811 Entrance Road, Mammoth Cave, Kentucky. The procurement requires removal of 50 designated hazardous trees (38 base bid items and 12 optional bid items) and roadside vegetation trimming across six park roads totaling approximately 23 miles (Mammoth Cave Parkway, Green River Ferry Road South, Brownsville Road, Flint Ridge Road, Park Ridge Road, and Cave City Road). Tree felling operations are restricted to November 15, 2026, through March 31, 2027, to avoid interference with bat roosting cycles. All felled trees, logs, limbs, and wood debris must be completely removed from the park and lawfully disposed of off-site; stockpiling, burying, or burning within park boundaries is prohibited. Trees must be flush cut within 12 inches of ground surface, with stumps hashed to facilitate decay. The contractor must remove all debris within three working days, provide a minimum of two days' notice before tree removal, and submit a safety plan addressing hazards, traffic control, and flagging procedures for active roadways.

The estimated project budget is less than $100,000, with anticipated award between August 17 and August 21, 2026. The contract is firm-fixed price, awarded using best value–Lowest Priced Technically Acceptable (LPTA) procedures. Evaluation combines technical capability and past performance (approximately equal weighting) against price. Technical capability is assessed on realistic planning demonstrating understanding of work scope, equipment, crew composition, and schedule. Past performance requires three projects of similar scope completed within the past three years, evaluated using a six-point rating scale across five dimensions.

Insurance must be provided within 10 calendar days of award at minimum coverage of $50,000 per person, $100,000 per occurrence, and $100,000 per property. Davis-Bacon prevailing wages for Edmonson County, Kentucky apply; fringe benefits are $5.55 per hour or $222.00 per week. The NAICS code is 561730, Landscaping Services, with a small business size standard of $9.5 million. A mandatory site visit occurred August 5, 2026. Written questions were due August 7, 2026. Amendment 0001, issued August 7, 2026, extended the quotation deadline from August 14 to August 17 and provided responses to 42 submitted questions as Attachment 0006.
