About this opportunity

The Department of the Air Force Air Combat Command is seeking a Protestant Music Director for Mountain Home Air Force Base through a Request for Quote (RFQ) solicitation. The selected contractor will be responsible for leading Protestant worship services, including Sunday morning services, holiday services, and special events, with key responsibilities involving selecting and performing music, coordinating with chapel chaplains, and managing musical elements like choirs and praise teams. Candidates must possess at least two years of worship leadership experience, be proficient in instruments such as piano or guitar, and demonstrate extensive knowledge of Protestant worship expressions. The evaluation will be based on a detailed technical review of the contractor's resume, a faith statement, and an in-person musical performance where candidates will perform one of three specified songs: "Come Thou Fount of Every Blessing", "10,000 Reasons (Bless the Lord)", or "In Christ Alone". Quotes/proposals are due by April 25, 2025, at 10:00 AM Mountain Standard Time, with additional in-person interview/performance dates scheduled between April 14-18, 2025.

The solicitation is set aside exclusively for Total Small Business under NAICS code 813110, with a small business size standard of $13 million. The contract will cover a base year from May 1, 2025, to April 30, 2030, with potential for four additional option years, and includes 51 weekly Sunday services, 7 holiday services, and 6 special event services annually. Performance will take place at Mountain Home AFB in Idaho, with the contractor required to pass a background investigation and adhere to Air Force and chapel regulations. The government will utilize a Subject Trade-Off method to determine the best value offer, considering both price and technical evaluation factors. Payment terms are NET 30, FOB Destination, and the selected contractor must operate within a diverse and pluralistic religious environment while maintaining professional conduct and alignment with the base's Statement of Faith for the Protestant community.
