About this opportunity
The National Institute of Standards and Technology (NIST) is procuring a Protein Biologic Analyzer through a combined synopsis/solicitation for commercial items under simplified acquisition procedures. Specifically, NIST's Material Measurement Laboratory Biomolecular Structure and Function Group requires one Solentim ICON instrument capable of analyzing mammalian cell cultures, measuring protein concentrations from 2.5 mg/L to 2000 mg/L, performing colony outgrowth tracking, and conducting glycan analysis with autosampling capabilities. This is a brand-name only procurement classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. The government will evaluate quotations based on lowest-priced, technically acceptable criteria, requiring manufacturers to submit specifications and firm-fixed pricing. The quotation submission deadline is 9:00 a.m. Eastern Time on August 22, 2025, with delivery required within 240 calendar days to the Institute for Bioscience & Biotechnology Research in Rockville, Maryland.
This procurement does not utilize any small business set-aside designations and is structured as full and open competition despite the brand-name requirement. The contract includes delivery of one new instrument with required consumables including 384 PAIA Glycan Assay Plates and specific lectins, along with installation services and on-site training for up to three NIST personnel. A one-year warranty is required with options to extend up to four additional years, and contractors must maintain active SAM.gov registration throughout the contract period. Performance will occur at NIST's facility located in Potomac, Maryland, with the instrument specifically installed at the Institute for Bioscience & Biotechnology Research in Rockville. The procurement supports NIST's bio-manufacturing testbed initiatives and advances the agency's measurement methods for engineering complex biological systems.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees.
The acquisition is a Brand-Name Only Full and Open competition.
The National Institute of Standards & Technology (NIST) Material Measurement Laboratory (MML), Biomolecular Structure & Function (BSF) Group (1) advances novel measurement methods and models for the determination and analysis of the structure and function of biological macromolecules, including lipids, DNA, RNA, and proteins and macromolecular complexes and assemblies formed by these molecules; (2) advances methods to determine the physical and chemical factors which determine the specific interactions of macromolecules with cofactors and ligands; (3) studies the relationships between biomolecule structure, dynamics, function, and energetics using computational, biophysical and biochemical techniques; (4) develops reference databases for these properties; and (5) advances measurement methods for engineering complex biological systems.
The Group is establishing a bio-manufacturing testbed for representative processes used during the production of therapeutic proteins. To support this work, the group requires capabilities to perform at-line rapid measurements of mammalian cell culture clonal screening, colony outgrowth and protein biologics titer and glycan measurements.
This is a Brand Name Only procurement: Solentim ICON
