About this file

This is a Combined Synopsis/Solicitation for a Protein Biologic Analyzer issued by the National Institute of Standards & Technology (NIST). The solicitation is a Request for Quotations (RFQ) for a Solentim ICON instrument, specifically a brand-name only procurement for a protein biologic analysis instrument used for mammalian cell culture measurements. The instrument must perform clonal scanning, colony outgrowth, protein biologics titer and glycan measurements, with automated data monitoring and analysis capabilities.

Key details include a delivery requirement of 240 calendar days to NIST's Institute for Bioscience & Biotechnology Research in Rockville, MD, with a quotation submission deadline of 9:00 a.m. Eastern Time on 8/22/2025. The procurement is classified under NAICS code 334516 with a small business size standard of 1,000 employees. The government intends to award to the lowest-priced, technically acceptable quotation, with options for extended warranties. Contractors must submit manufacturer specifications, provide a firm-fixed price, have an active SAM.gov registration, and the instrument must be new.

COMBINED SYNOPSIS/SOLICITATION 1333ND25QNB640234

Protein Biologic Analyzer

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13 Simplified Acquisition Procedures.

This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05, effective 8/7/2025.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees.

The acquisition is a Brand-Name Only Full and Open competition.

The National Institute of Standards & Technology (NIST) Material Measurement Laboratory (MML), Biomolecular Structure & Function (BSF) Group (1) advances novel measurement methods and models for the determination and analysis of the structure and function of biological macromolecules, including lipids, DNA, RNA, and proteins and macromolecular complexes and assemblies formed by these molecules; (2) advances methods to determine the physical and chemical factors which determine the specific interactions of macromolecules with cofactors and ligands; (3) studies the relationships between biomolecule structure, dynamics, function, and energetics using computational, biophysical and biochemical techniques; (4) develops reference databases for these properties; and (5) advances measurement methods for engineering complex biological systems.

The Group is establishing a bio-manufacturing testbed for representative processes used during the production of therapeutic proteins. To support this work, the group requires capabilities to perform at-line rapid measurements of mammalian cell culture clonal screening, colony outgrowth and protein biologics titer and glycan measurements.

This is a Brand Name Only procurement:

Solentim ICON

BSF requires a protein biologic analysis instrument for measuring properties of mammalian cell culture to include clonal scanning, colony outgrowth and protein biologics titer and glycan characterization supplemented by automated data monitoring, acquisition, and reporting for per cell protein expression and glycan distribution. The equipment must be able to perform low volume, in line, real-time glycan analysis, and must perform automated data analysis to generate per cell protein titer and glycan distribution analysis. The Solentim ICON is the only instrument that will not compromise or risk the sterility of samples and the accuracy of measurements, as it does not need two or more complimentary instruments, that when used together as a system can perform all required capabilities. It is the only instrument that can perform image based clonal analysis, generate AI driven colony tracking of images from same plate, from multiple days in culture to estimate confluences, as well as colony tracking.

DELIVERY

The instrument must be delivered within 240 calendar days after award. The instrument will be shipped FOB Destination to:

The National Institute of Standards & Technology (NIST), Institute for Bioscience & Biotechnology Research (IBBR) 9600 Gudelsky Drive Rockville, MD 20850

FOB DESTINATION MEANS: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

EVALUATION CRITERIA

The Government intends to award multiple purchase orders resulting from this solicitation to responsible Quoters whose quotation, conforming to the solicitation is the lowest priced, technically acceptable quotation.

Technically acceptable means that the Contractor provides a Solentim ICON instrument, meeting the specifications within the requirements document and the requirement of the line item(s). If a Contractor does not indicate how its proposed system meets certain requirements, NIST will determine it does not.

NIST intends to evaluate quotes and issues contracts based on the initial quotes received. Therefore, the Contractors initial quote should contain the Contractor’s best terms from a price and technical standpoint. NIST reserves the right to request revised quotes from, or negotiate final contract terms with, one or more, but not all, Contractors, if later determined by the Contracting Officer to be necessary.

Quoters must address each specification in the requirements document and clearly demonstrate that the commercial items quoted meet each specification.

REQUIRED SUBMISSIONS

1. For the purpose of evaluating Technical Capability – Documentation including system requirements that confirms the Contractor has demonstrated the ability to deliver the requirements of the Solentim ICON. Contractors must include a copy of the quoted systems manufactures specifications and shall submit any other information that is deemed necessary.

2. The instrument must be New. Used equipment will not be considered for award. Contractors shall provide a Firm-Fixed price quotation for the following line item(s):

• Firm-Fixed Price: Delivery of the Solentim ICON system, meeting all specifications in accordance with the statement of requirements document, inclusive of F.O.B Destination, installation, training, & warranty $__________________total firm-fixed price.

• Firm-Fixed Price: Option I - Extended Warranty, meeting the specifications of statement of requirements to include parts, labor & travel $__________________total firm-fixed price.

• Firm-Fixed Price: Option II - Extended Warranty, meeting the specifications of statement of requirements to include parts, labor & travel $__________________total firm-fixed price.

• Firm-Fixed Price: Option III - Extended Warranty, meeting the specifications of

• Firm-Fixed Price: Option IV - Extended Warranty, meeting the specifications of

3. A complete version of all required solicitation provisions (see attached provisions/clauses document – required submissions highlighted in blue).

4. If the Contractor objects to any of the terms and conditions contained in this solicitation, the contractor shall state, “The terms and conditions in this solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following.”

[Contractor shall list exception(s) and rationale for the exception(s)].

It is the sole responsibility of the contractor to identify in their quote any exceptions to the terms and conditions of the solicitation. If the contractor does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the contractor’s acceptance of the Government’s terms and conditions for inclusion into the resultant purchase order.

5. Quoter’s shall provide an active Unique Entity Identifier (UEI) for the System for Award Management (SAM) registration. Quoter’s must have an active registration at www.SAM.gov to submit a quotation.

Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC).

If a contractor submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the contractor’s FSS or GWAC contract, and the statement required above shall be included in the quotation;
