About this file
This Statement of Work (SOW) details the National Geospatial-Intelligence Agency's (NGA) requirements for a Commercial Analytic Service called Prospector, focused on procuring data and analysis of critical rare earth minerals and battery industrial sectors. The contract requires a contractor to provide detailed supply and demand forecasts through 2040, with quarterly updates covering 15 critical minerals (including lithium, cobalt, and tungsten) and three industrial sectors (battery storage, solid state batteries, and battery component recycling).
The SOW specifies comprehensive data requirements, including country-level commodity information, company-level details such as production capacity, expansion plans, mergers, and geographic location data. The contractor must deliver in-depth industry assessments, maintain historical data, provide data in .csv format, and offer subject matter expert consultation up to five hours monthly. The contract has a performance period of 4 years and 3 months, with work to be performed at the contractor's facility, and NGA seeks US Government purpose rights for the data and reports, allowing potential sharing with US Federal and foreign partners.

NGA delivers world-class GEOINT that provides a decisive advantage to policymakers, warfighters, intelligence professionals and first responders from seabed to space.
2.0 Purpose
The purpose of this order is to procure access to data and analysis on critical rare earth minerals and battery industrial sectors to enable NGA to gain a more detailed, global view of trade.
