Update #5 · Latest ·

The project’s purpose is to support the effort of the Government of Peru (GOP) to reduce  corruption and strengthen the rule of law through activities closely aligned with Peruvian reform initiatives and harmonized with other international support. These activities will focus on shared priorities with respect to three objectives: (1) increasing the capacity of the judicial system to resolve corruption cases, with emphasis on specified judicial districts and offenses of shared high concern; (2) increasing the capacity of the Judiciary to address internal corruption; and (3) strengthening the judicial system’s capacity to address corruption through effective civil society engagement.

In addition, USAID will share a recent assessment of the Peruvian judiciary for informational purposes only. In 2011 (October-December) USAID/Peru hired a short-term, local consulting team to work closely with the Peruvian justice sector to conduct a qualitative, comparative assessment of the implementation of Peru’s new Criminal Procedure Code (CPC) and variations in the administration of justice and court procedures that result from local differences in implementation. The study was focused in six Judicial Districts: La Libertad, Arequipa, Huaura, San Martín, Madre de Dios, and Lima (Anticorruption Courts).   In order to provide to the potential offerors with additional information about the context of the implementation of the Criminal Procedure Code, USAID/PERU is sharing the recommendations of that qualitative assessment.

Update #1 ·

An independent judicial system plays an important role in holding public officials and institutions accountable, fighting corruption within public administration, and ensuring that nobody, regardless of rank or position, is above the rule of law.  This project, henceforth referred to as the "Project," in collaboration with the Peruvian Judiciary, the Special Commission on the Implementation of the Criminal Procedure Code (Special Commission), the Peruvian Public Ministry, and other key judicial actors, will support the sustainable development of tools, systems, and skills so that the Peruvian judicial system can effectively fulfill that role.  The Project will build the capacity of judicial actors and institutions to investigate, manage, and resolve corruption cases under the CPC.  It will also strengthen the judicial system's capacity to address corruption from the "bottom up" by working with civil society organizations to educate the public and monitor the system.
