About this opportunity

The Air Force Installation Contracting Center's 772nd Enterprise Sourcing Squadron has issued a Special Notice regarding a Project Labor Agreement (PLA) Market Survey for multiple Air Force installations. This is not a Request for Proposal, Request for Quote, or Invitation for Bid, but rather a market research initiative to gather industry feedback on the potential use of PLAs for large-scale construction projects. The notice was posted on April 3, 2026, with responses due by April 10, 2026. The Department of the Air Force Materiel Command Installation and Mission Support Center is the contracting agency behind this initiative. This market survey is being conducted in compliance with Executive Order 14063, which requires federal agencies to use project labor agreements on large-scale construction projects to promote economy and efficiency.

The primary objective of this survey is to solicit input from the construction community regarding the implementation of PLAs for approximately 25 anticipated construction projects at various Air Force installations, each exceeding $35 million in value. Projects are expected to span 18-48 months and will be delivered primarily through design/bid/build or design/build methodologies, encompassing industrial building construction, commercial and institutional building construction, heavy and civil engineering construction, and utility system construction work. Contractors interested in providing feedback should submit responses addressing their PLA familiarity, bonding capacity, potential project role (prime contractor, subcontractor, labor union, or trade association), labor market conditions, cost impact estimates, schedule implications, and competitive effects. Eligible respondents include contractors classified under NAICS codes 236210, 236220, 237990, or 2371, with company size requirements applying based on applicable NAICS codes. While no formal proposals are being accepted at this time, contractor feedback will inform the Air Force's decision-making process regarding PLA implementation for these federal construction initiatives.

REVOLUTIONARY FEDERAL ACQUISITION REGULATION OVERHAUL (RFO) 22.502-1 DEFINITION:

Project labor agreement means a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f).

RFO 22.503 POLICY:

(a) Executive Order (E.O.) 14063, Use of Project Labor Agreements for Federal Construction Projects, requires agencies to use project labor agreements in large-scale construction projects to promote economy and efficiency in the administration and completion of Federal construction projects.

(b) When awarding a contract in connection with a large-scale construction project, agencies must require use of project labor agreements for contractors and subcontractors engaged in construction on the project, unless an exception at 22.502-2(d) applies.

(c) Exceptions

  1. Requiring a PLA would not achieve economy and efficiency in Federal procurement, as described in 22.504(d);
  2. Requiring a PLA would substantially reduce the number of potential bidders so as to frustrate full and open competition, i.e., where adequate competition at a fair and reasonable price could not be achieved; or
  3. Requiring a PLA would be inconsistent with statutes, regulations, other E.O.s., or Presidential Memoranda.

(d) In consideration of the above factors, and any others which may be deemed appropriate, the construction community is invited to comment on the use of PLAs for each of the above locations in the United States.  The Government intends to use the responses to the attached questionnaire for the (1) attached list of projects and (2) any other projects in same geographical areas (not yet identified) of similar scope/magnitude (for 18 months)

(e) Accordingly, Interested Parties are requested to respond to this RFI regarding PLA with the following information for each applicable project and/or location.  Please fill out Attachment 1 as thoroughly as possible.  Attachment 1 contains drop downs to help ensure consistency and accuracy for most general questions.  Utilize the comment field to elaborate or provide additional details to support your responses for each project/location as needed.  We may reach out to the responders directly to ask follow-up questions or get additional clarity for responses.
