About this file
This file is a Project Labor Agreement (PLA) Market Survey list of projects for the Air Force Installation Contracting Center's 772nd Enterprise Sourcing Squadron across multiple Air Force installations. The survey solicits feedback from the construction community regarding the potential use of Project Labor Agreements for large-scale construction projects exceeding $35 million in value. The projects listed in the attachment encompass various construction types including industrial building construction, commercial and institutional building construction, heavy and civil engineering construction, and utility system construction, with individual project magnitudes varying and anticipated periods of performance ranging from 18 to 48 months. Projects are anticipated to be structured as design/bid/build or design/build delivery methods.
This is a special notice and market survey only—not a Request for Proposal, Request for Quote, or Invitation for Bid, and no proposals are being requested or accepted at this time. Respondents are asked to provide feedback from the construction industry perspective on the implementation of Project Labor Agreements for these federal construction initiatives. The applicable NAICS codes include 236210, 236220, 237990, and 2371. The survey is issued in compliance with Executive Order 14063 regarding the use of Project Labor Agreements for Federal Construction Projects and the corresponding Federal Acquisition Regulation provisions requiring agencies to use PLAs on large-scale construction projects to promote economy and efficiency.
