About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 21, is conducting market research through this Sources Sought Notice to identify qualified small business contractors capable of performing corrective maintenance on the steam distribution and condensate return systems at the VA Palo Alto Health Care System's Menlo Park Department. The primary objectives include repairing critically leaking portions of the system by replacing all steam and condensate equipment, components, and hardware within ten specifically identified steam vaults, draining flooded vaults, and providing temporary domestic hot water propane heaters to eight buildings during steam shutdowns, as well as conducting comprehensive inspections using robotic inspection cameras with video documentation. Contractors must possess experience with industrial and hospital steam distribution systems, robotic pipeline inspections, and be capable of obtaining bonding for at least $2.5 million. The project is classified under NAICS Code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19 million for small business qualification. Interested contractors must submit a five-page maximum capability statement by March 10, 2026, at 1:00 PM Pacific Time to demonstrate qualifications, socioeconomic status, bonding capacity, and relevant experience.
This Sources Sought Notice contains no set-aside designation and identifies no incumbent contractors. The estimated project value ranges from $2,000,000 to $5,000,000, with a performance period of 120 calendar days to be completed by September 30, 2026. Work must be performed during July, August, or September 2026 to minimize operational disruption at the facility. The scope encompasses repairs to ten steam vaults, coordination with eight buildings for temporary heating during shutdowns, comprehensive inspections of the steam and condensate systems, and preparation of updated campus site plans stamped by a California-licensed mechanical Professional Engineer. It is important to note that this notice is issued solely for information and planning purposes and does not constitute a commitment to issue a formal solicitation, Request for Proposal, or award a contract; the Government will not accept unsolicited proposals or reimburse respondents for information and administrative costs incurred.
