About this file

This is a specifications document for correcting steam line deficiencies at the VA Menlo Park Medical Center (Project 640A0-26-103). The project involves repairing the existing steam distribution and condensate return systems that are past their end of life and experiencing critical leaks requiring continuous make-up water to boiler systems. The scope includes replacing all steam and condensate equipment, components, and hardware within ten specifically identified steam vaults, draining flooded vaults, and providing temporary domestic hot water propane heaters to eight buildings during steam shutdowns. The contractor must supply all labor, materials, tools, equipment, testing, and supervision necessary for completion.

The specifications document comprises multiple sections detailing general requirements, project scheduling, shop drawings, safety requirements, quality control, testing, environmental controls, construction waste management, site surveys, and detailed technical specifications for boiler plant piping systems, hydronic piping, steam and condensate heating piping, and steam condensate pumps. Key requirements include ASME compliance for pressure vessels and piping, welding qualifications per AWS standards, non-destructive examination of welds, hydrostatic testing at 1.5 times design pressure, comprehensive commissioning documentation, as-built drawings in BIM format, and operation and maintenance manuals. The contractor must maintain continuous steam and condensate service at required pressures and flow rates, coordinate with VA personnel during facility operations, and complete all work while adhering to strict safety, environmental, and quality control protocols established throughout the specification sections.
