About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VISN 16) is seeking an Architect-Engineer (A/E) contractor to design and complete construction packages for suicide prevention infrastructure at the Southeast Louisiana Veterans Health Care System in New Orleans. The project involves installing coated non-climb fencing and stainless-steel cable mesh screening along the emergency ramp driveway and second-level emergency department parking deck, including an oval-shaped central opening. Interested firms must submit comprehensive Standard Form 330 (SF330) qualification packages demonstrating professional expertise across multiple engineering disciplines, including architects, structural, civil, electrical, mechanical, fire protection engineers, and an industrial hygienist. Evaluation criteria will focus on professional qualifications, specialized experience, past performance, construction period services, work capacity, local knowledge, and veteran business utilization. Proposals must be submitted by email to Contracting Officer JB Herbst by 2:00 PM Central Time on July 7, 2025, with a 90-calendar day performance period for completing design documents.

The solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 541330, with a small business size standard of $25.5M. The project will be located in New Orleans, Louisiana, at coordinates 70119, with an estimated construction timeline of 145 calendar days, not including solicitation and bidding periods. The contract is firm-fixed price, and the selected A/E contractor must conduct site visits, verify existing conditions, develop specifications and cost estimates, and provide construction administration services. Work is expected to begin within 10 calendar days of contract award, with design documents complying with VA standards and ensuring continuous medical center operations during construction. While no specific incumbent or exact award value is disclosed, the solicitation emphasizes the critical nature of the project as a suicide prevention structural intervention for the VA medical facility.
