About this opportunity

Veterans Integrated Service Network 8, Department of Veterans Affairs, issued an amendment to solicitation 36C24826R0090 on April 30, 2026, establishing an RFP response deadline of May 8, 2026 at 11:00 a.m. EST for construction of a new boiler building and controls and expansion/relocation of graphic control systems at the Miami VA Medical Center (Project 546-22-110). The amendment closes the RFI period; no further questions will be accepted.

The project requires construction of permanent steam generation facilities while maintaining uninterrupted hospital steam supply via contractor-provided temporary boilers. Temporary facilities must deliver 23,000 pounds per hour net steam at 100 PSIG with dual-fuel capability (natural gas and No. 2 fuel oil) and include mobile boiler room, control room with office space, feedwater deaerator and pumps, condensate receiver and pumps, water softeners, chemical treatment, and blowdown tank. Equipment shall be shop-assembled and ASME-coded to 200 PSIG MAWP; all external piping requires visual and hydrostatic testing per ASME B31.1 with AWS QC1-certified personnel. The contractor bears all maintenance, testing, certification, repairs, spare parts, and consumables costs on a monthly rental basis for estimated duration up to three years. Contract duration is 1,095 calendar days with liquidated damages of $5,500 per calendar day. The contractor must provide certified welding contractors, PCI A1-certified precast fabricators and erectors, rigid metal conduit installations, epoxy wall coatings, and training of 12 VA personnel. Construction activities impacting the loading dock or requiring utility shutdowns require two weeks' advance coordination with the Project Contracting Officer. Progress payments for boiler equipment are permitted only for completed or purchased items properly stored off-site in bonded warehouses with VA inspection access.
