About this opportunity
Princeton Plasma Physics Laboratory (PPPL), operating as a U.S. Department of Energy prime contractor under Princeton University management, is soliciting proposals for comprehensive professional and executive leadership coaching services through Request for Proposal (RFP) 25-044. The procurement seeks qualified subcontractors to provide individualized coaching services designed to enhance leadership skills, capabilities, and performance for PPPL employees across various organizational levels, including senior executives, executives, team leads, and general leadership positions. Contractors must demonstrate a minimum of 5-7 years of coaching experience, possess relevant degrees in human relations or business fields, and show expertise in organizational dynamics within higher education or federal government environments. The evaluation will utilize a best-value trade-off analysis weighted more heavily toward technical merit than price, with primary evaluation factors including Organizational Ability and Professional Ability, each worth 50 points and encompassing subfactors such as understanding requirements, personnel qualifications, relevant experience, and past performance. Proposals are due by 4:30 PM EST on July 28, 2025, with an amendment issued on July 24, 2025, providing responses to 109 vendor questions.
This solicitation does not include any set-aside designations and encourages participation from all qualified firms, including small businesses operating under the NAICS code 611430 with a size standard of $15 million in annual receipts. The procurement structure involves establishing Basic Ordering Agreements (BOAs) with potentially multiple subcontractors for a base period of one year with four additional one-year option periods, not exceeding five years total. PPPL anticipates approximately two coaching engagements per year, with each engagement lasting 3-6 months and requiring primarily remote/virtual delivery with occasional on-site sessions for contractors working more than 40 hours annually. The coaching services will be delivered through sequentially numbered job orders issued as needs arise, with hourly rates structured across four labor categories: Senior Executive Coach, Executive Coach, Team Leads Coach, and Leadership Coach. All services will be performed to support PPPL's mission at their Princeton, New Jersey facility, with contractors required to complete general employee training and safety protocols for on-site work.
