About this opportunity

The Transportation Security Administration (TSA) is procuring Model-Based Systems Engineering (MBSE) commercial software products through a brand name only solicitation for Dassault Systemes' Cameo Systems Modeler and associated plugins and tools. This combined synopsis/solicitation seeks to acquire software licenses including Cameo Systems Modeler Enterprise Edition, UPDM 2 Plugin, Teamwork Cloud Business Edition, and MagicDraw Teamwork Server to support TSA's Requirements Development Branch in developing integrated transportation security systems engineering capabilities. The procurement is structured as a firm fixed-price contract with a base period of twelve months and three twelve-month option periods, and requires contractors to be authorized Dassault Systemes resellers. Evaluation will be based on four factors: Dassault Reseller Confirmation, Statement of Work Confirmation, Active SAM Registration, and Price, with award going to the lowest-priced technically acceptable offeror. The deadline for questions was September 25, 2025 at 9:00 AM EDT, and proposals are due by 2:00 PM ET on September 26, 2025 via email to the designated contracting officers.

This procurement does not utilize any set-aside designations and is unrestricted competition among authorized Dassault Systemes resellers. Each contract period includes identical configurations of 12 Cameo Systems Modeler Enterprise Edition shareable licenses, 12 UPDM 2 Plugin shareable licenses, 1 Teamwork Cloud Business Edition, and 1 MagicDraw Teamwork Server with over 10 connections across four Contract Line Item Numbers (CLINs 0001, 1001, 2001, 3001). The total estimated contract value is redacted in the available documentation, though the justification document indicates the acquisition supports TSA's alignment with the DHS Digital Engineering strategy and involves relocating over 10,000 acquisition requirements. The software will be utilized by TSA's Requirements, Human Performance and Engineering Division to expand Model-Based Systems Engineering practices throughout the organization. Performance will take place in Springfield, Virginia, with contract administration handled by TSA's Contracting and Procurement office at 6595 Springfield Center Drive.
