About this opportunity
The Defense Information Systems Agency (DISA) seeks to procure Processor Capacity Services (PCS) for Z Series Chipset through a comprehensive managed service approach that provides dynamically scalable processor capability with utility-based pricing. The government requires a complete solution including new hardware, software, maintenance, licensing, design capabilities, logistical services, field maintenance, and systems engineering to support IBM System Z environments running z/OS, z/VM, Red Hat Enterprise Linux, and SUSE Linux Enterprise Server. Key performance requirements include maintaining system availability between 99.95% and 99.999%, providing remote diagnostics and maintenance capabilities, and ensuring the ability to rapidly scale processing capacity up or down based on demand. The evaluation will consider small business participation, supply chain risk management, technical and management approach, and price, with technical factors weighted more heavily than pricing considerations. An amendment extended the proposal submission deadline to June 23, 2025 at 10:00 AM CST, and the government anticipates a contract start date of February 27, 2026.
This solicitation does not utilize any small business set-aside designations and allows for one contract award with a potential total value of up to $151,570,100. The contract structure includes a five-year base period with five additional one-year option periods, creating a potential ten-year total contract lifecycle. Small business participation requirements include minimum allocations of 5% for Small Business, and 2% each for Small Disadvantaged Business, Women-Owned Small Business, HUBZone, and Service-Disabled Veteran-Owned Small Business categories. The primary place of performance is located in Chambersburg, Pennsylvania, and the procurement aims to replace existing processor capacity while meeting emerging customer requirements through the on-demand service model. Monthly unit pricing will be established for various contract line items, with the Quality Assurance Surveillance Plan requiring an overall Acceptable Quality Level of 100% due to the critical nature of mainframe operations.

The Government’s goal is to obtain a dynamically scalable processor capability using an on-demand service approach that will readily adjust changes, both increases and decreases in processor requirements and is and is priced on a utility (as used) basis for the total lifecycle of the contract. This utility concept requires that the contractor provide all assets needed for the managed service. These assets will include new hardware, software, software maintenance and licensing, and all associated design capabilities, logistical services, field maintenance, and systems engineering. The capability will meet the requirements of security, availability, scalability, and modernization of the processor infrastructure.
