HC10844025R0004+RELEASED+5.19.2025, PWS 5.8
PWS 5.8 appears to be related to memory requirements for the Power chipset rather than System Z. Please confirm and remove if this section is not applicable.
PWS updated.
5
HC10844025R0004+RELEASED+5.19.2025, PWS 6.7, 6.8, 6.8.1 and 6.13.6
PWS 6.1.1.7 explicitly states that “The Contractor will not provide any Z Series operating system software. DISA will provide and maintain all Z Series operating system software.” However, these sections, 6.7, 6.8, 6.8.1 and 6.13.6, appear to contradict PWS 6.1.1.7 by introducing requirements to maintain the operating system (OS). Please confirm and remove if these sections are not applicable.
PWS updated.

HC10844025R0004+RELEASED+5.19.2025, PWS 6.14.2
PWS 6.14.2 requires an Order Summary Report on a weekly basis. Given the relatively low number of System Z hardware Call Orders per year, will the Government modify this requirement to monthly and allow it to be combined with the monthly invoice (similar to PWS 6.14.1 Monthly Inventory Report)?

HC10844025R0004+RELEASED+5.19.2025, PWS 6.17.7
PWS 6.17.7 requires the contractor to create a Call Order Management System (COMS) that is multi-factor authentication-enabled and web-based. Given the relatively low number of System Z Call Orders per year, will the Government modify the requirement from a web-based COM System to a COM process that utilizes the Sample Call Order Template in Appendix 5?
If so, please also update the subsequent COMS references in PWS 6.17.8-6.17.13 from “system” to “process”.

HC10844025R0004+RELEASED+5.19.2025, PWS 6.1.1.2
PWS 6.1.1.2. requires the contractor to “...provide a management infrastructure solution that includes provisioning capabilities...” and states “The contractor-provided infrastructure will be managed and maintained by the contractor...”. Historically, DISA has wanted to manage provisioning themselves (e.g. creation of LPARs). Please confirm if it is DISA’s intent to change to a managed service offering. If that’s not the intent please modify the requirement for the contractor to manage and maintain the management infrastructure (e.g. change to contractor shall support)

HC10844025R0004+RELEASED+5.19.2025, Factor 3: Technical/Management Approach; Subsection ii.
The requirement states, “Representation at the oral proposal is limited to five (5) persons per Offeror. The five (5)
individuals shall consist of five (5) speakers/presenters.” Will it be permissible to have other non participants at the presentation? For instance, can vendors have an IT audio/visual specialist present to address technical issues with the IT system if they arise?
The Government will accept four (4) speakers/presenters and one (1) other company employee for a total of five (5).
HC10844025R0004+RELEASED+5.19.2025, L.4 PROPOSAL SUBMISSIONS
| (b) The requirement states “To respond to this solicitation, the offeror shall deliver an electronic proposal to https://www.ditco.disa.mil/vendors/ in accordance with the following instructions: Prior to submitting proposals, the offerors shall be registered in system for award management (SAM) database (http://www.sam.gov).
