About this opportunity

The U.S. Securities and Exchange Commission (SEC) is conducting market research through this pre-solicitation notice to identify sources for a private market data subscription service that includes both data access and a web-based research platform. The SEC requires a Commercial Off-The-Shelf (COTS) subscription product that provides comprehensive U.S. private and acquired company market data dating back to 1980, including information on companies, deals, investors, founders, financing transactions, fund performance, and exit terms. Respondents must demonstrate their existing products meet all requirements in the draft requirements list, provide enterprise-level access for SEC staff, support data export capabilities via Excel Add-In, and include robust privacy safeguards that do not monitor or save user queries. The evaluation will focus on vendors' ability to meet technical specifications through existing products rather than requiring development, with submissions requiring a summary cover letter, detailed product description, sample reports with accompanying data, and separate pricing for data subscription and web platform components. Questions regarding this sources sought notice must be submitted by 3:00 PM EDT on June 18, 2025, with all responses due by 3:00 PM EDT on June 30, 2025.

This opportunity does not include any set-aside designations and is open to all qualified vendors regardless of business size or socio-economic status, though respondents are asked to identify any applicable classifications such as Service Disabled Veteran Owned Small Business (SDVOSB). No current incumbents or contractors are mentioned in the notice, as this appears to be initial market research for a new requirement. While specific budget ranges are not disclosed, the SEC requests separate pricing estimates for an enterprise data subscription and web platform with user tiers supporting 10 to 20 users, structured as a base year plus a minimum of two option years. The technical requirements specify the need for data delivery via SFTP or API, with the flexibility for the SEC to potentially award contracts for one or both components (data subscription and web platform) separately. The notice emphasizes this is purely market research with no guarantee of contract award, and all submissions become government property and will not be returned.
