About this opportunity
The Defense Logistics Agency Distribution seeks semi-annual and annual preventive maintenance services on five winged trucks and one semi-tractor truck located in Yokosuka, Japan, with quotations due August 31, 2026 (extended by Amendment 0001 from August 13).
Place of performance is Yokosuka, Kanagawa, Japan, with the maintenance facility required within a 50-kilometer radius of DLA Distribution Yokosuka. The scope covers 22 maintenance tasks per semi-annual inspection and 54 tasks per annual inspection across six vehicles (ISUZU and HINO models manufactured 2002–2016). All necessary labor and materials are contractor-supplied; parts replacement is on a condition basis per manufacturer specifications and Japanese inspection standards rather than automatic replacement. The Government provides vehicle delivery and pickup during business hours Monday–Friday, 9:00 AM–2:00 PM, with a target turnaround of approximately five working days per service event. Remedial repairs discovered during inspection are out of scope and require separate cost estimates and Government authorization.
The period of performance is one year following award. The contract will be awarded as a single firm fixed price purchase order to the responsible quoter offering the lowest evaluated price. Quotations must be submitted electronically to Thomas.semones@dla.mil with a 60-calendar-day price hold period from submission date. The NAICS code is 811310 with a size standard of $12.5 million; PSC is J039.
Evaluation is based on technical capability and past performance (acceptable/unacceptable) followed by price comparison. Quoters must submit technical capability documentation, past performance information via CPARS/eSRS or up to three relevant references within three years, and completed representations and certifications. Quoters may provide optional supporting price breakdowns by vehicle and service event for price-reasonableness analysis.
