About this file

This is Amendment 0001 to Request for Quote SP3300-26-Q-0227, issued by Defense Logistics Agency Distribution on August 20, 2026, extending the quotation deadline and providing answers to vendor questions.

The amendment extends the quotation deadline from August 13, 2026 to August 31, 2026 at 12:00 PM Eastern Standard Time, with quotes to be submitted electronically to Thomas.semones@dla.mil. The requirement is for semi-annual and annual preventive maintenance services on six vehicles (five winged trucks and one semi-truck) located in Yokosuka, Japan, over a 12-month period of performance beginning from the date of award. The Government requires a total of twelve inspections: one 12-month annual inspection and one 6-month semi-annual inspection per vehicle. Quoters must submit a firm-fixed annual lump-sum price in Attachment 2, with optional supporting price breakdowns by vehicle and service event acceptable for price-reasonableness analysis. The target turnaround time per service event is approximately five working days, and the Government will provide vehicle delivery and pickup during business hours (Monday-Friday, 9:00 AM–2:00 PM). Parts replacement must be on a condition basis per manufacturer specifications and Japanese inspection standards rather than automatic replacement at each service. Original Equipment Manufacturer parts are not required; equivalent-quality aftermarket parts meeting Japanese safety and emissions standards are acceptable. Remedial repairs discovered during inspection are out of scope and require separate cost estimates and Government Commercial Purchase Card authorization. The vehicles are registered under Status of Forces Agreement plates and do not require Japanese statutory continuing vehicle inspection (shaken). Japanese consumption tax treatment will be addressed at contract completion through an SF 1034 form for exemption documentation. The amendment includes clarifications on vehicle-specific task list variations, AdBlue quantities (20 liters total), parts sourcing standards, and scheduling coordination procedures.

5. Answers to vendor questions are provided as follows:

A. Scope and Service Frequency

Q1. PWS ¶7.a — Semi-annual vs. 3-month inspection conflict

PWS paragraph 7.a is titled "6 month (Semi-Annually) continuing legal vehicle inspection for business vehicles," but every line item listed beneath it describes the Japanese three-month statutory periodic inspection (3ヶ月定期点検整備), including line 1, "3months inspection maintenance."

Please confirm which service is actually required: (a) the 3-month periodic inspection performed twice per year at six-month intervals; (b) the 3-month periodic inspection performed four times per year; or (c) a 6-month periodic inspection using the listed task list.

Answer 1: Each vehicle is required to undergo once the blue-coded service (7.b. 12-Month Yearly Inspection - 54 items) and once the green-coded service (7.a. 6-Month Semi-Annual Inspection with various oil changes - 23 items), as indicated in the attached Maintenance Schedule. In the Performance Work Statement, paragraph a has been revised to read “6 month” instead of “3 month” and “Quarterly” has been revised to “Semi-Annual.”

Q2. PWS ¶2, ¶7 — Total number of service events in the period of performance

Please state the total number of service events the CLIN price must cover during the 12-month period of performance, broken out by vehicle and by service type (semi-annual/periodic vs. 12-month/annual).

For example, please confirm whether the Government expects six (6) annual inspections and six (6) semi-annual inspections, for a total of twelve (12) service events across the six vehicles.

Answer 2: Consistent with the response to Q1 above, the Government requires a total of twelve (12) inspections across the six vehicles, consisting of one (1) 12-month periodic inspection and one (1) 6-month periodic inspection for each vehicle.

Q3. PWS ¶7.b— "Shaken" (継続検査) vs. 12-month periodic inspection (12ヶ月点検)

PWS paragraph 7.b is titled "12 month (Yearly) continuing Legal Vehicle Inspection for business Vehicle (Shaken – Vehicle Inspection)." Under Japanese law the 12-month statutory periodic inspection (12ヶ月定期点検整備) and the continuing vehicle inspection / shaken (継続検査) are two distinct regulatory events with different scopes, different fees, and different governing authorities.

Please confirm whether the contractor is required to (a) perform the 12-month periodic maintenance inspection only; (b) perform the 12-month periodic inspection and present the vehicle for continuing (shaken) inspection; or (c) both, and be responsible for the vehicle passing shaken and receiving a renewed inspection certificate (車検証).

Answer 3: As U.S. military-owned vehicles are not subject to the Japanese statutory continuing vehicle inspection, the contractor is required to perform (a) the 12-month periodic maintenance inspection only.

Q4. PWS ¶7.b — Statutory fees and pass-through costs

If shaken (継続検査) is within scope, please confirm whether the following statutory costs are to be included in the contractor's firm-fixed price or will be borne directly by the Government: (a) automobile weight tax (自動車重量税); (b) compulsory automobile liability insurance (自賠責保険 / JCI); (c) inspection registration and stamp fees (印紙代 / 検査登録手数料); and (d) any inspection lane or agency handling fees.

If these are to be included in the contractor's price, please confirm the Government will accept them as a separately identified pass-through line in the quoter's supporting price breakdown.

Answer 4: As stated in Answer 3, the continuing vehicle inspection (shaken) is not required; therefore, any costs associated with the shaken inspection are not applicable and do not need to be included.

Q5. PWS ¶6 — Vehicle registration status (Japanese plates vs. USFJ/SOFA plates)

The six vehicles are identified by DLA license plate numbers (e.g., DLA 02484, DLA 17227). Please confirm the registration status of each vehicle: are they registered on Japanese commercial plates and subject to inspection at a Japanese Land Transport Office (陸運局 / 運輸支局), or are they registered on U.S. Forces Japan (SOFA) plates and inspected under USFJ / CFA Yokosuka standards?

Please also confirm which inspection authority will issue or endorse the inspection record for each vehicle.

Answer 5: Since the vehicles with DLA license plates are registered under SOFA, compliance with the Japanese Land Transport Office (Rikuunkyoku) inspection standards is not required. It is sufficient for the contractor or the performing subcontractor to issue their own designated maintenance inspection record book.

Q6. PWS ¶3, ¶7 — Government-furnished documentation

Please confirm that DDYJ will furnish, for each service event, the vehicle inspection certificate (車検証), the current maintenance record book (点検整備記録簿), and any prior inspection or repair history necessary for the contractor to perform and record the service.

Answer 6: Although the Government (DDYJ) has not previously provided past inspection or repair histories to maintenance contractors, we have no objection to sharing the current maintenance record books (Tenken Seibi Kirokubo) with the contractor.

Q7. PWS ¶6 — Current condition and maintenance history

Three of the six vehicles are model years 2002–2003. Please provide the most recent inspection results and any known open deficiencies for each of the six vehicles, or advise whether a pre-quote vehicle inspection or site visit can be arranged.

If neither is available, please confirm the Government's expectation regarding how quoters should treat unknown condition in a firm-fixed price.

Answer 7: As there are very few days remaining before our desired contract start date, we highly request that you utilize the attached historical inspection and maintenance records to the estimate figure. This historical data provides complete visibility into our vehicle’s status.

B. Parts, Materials, and Out-of-Scope Repairs B.

Q8. PWS ¶7.a item 22; ¶7.b item 54 — AdBlue quantity

Both task lists require "Ad-Blue *Refill and extra 2 boxes." Please specify the container size intended by "box" (e.g., 10 L or 20 L) and confirm whether "refill" means filling the vehicle DEF tank to capacity at each service event.

Answer 8: The Government (DDYJ) requires a total spare volume of 20 liters of AdBlue; therefore, either two (2) 10-liter boxes or one (1) 20-liter box is acceptable. Additionally, "refill" means filling the vehicle's DEF (AdBlue) tank to capacity during each scheduled inspection and service event.

Q9. PWS ¶7.a and ¶7.b — Replace-always vs. replace-on-condition

Several task lists pair an inspection or adjustment operation with a corresponding parts replacement (for example, ¶7.b items 16 and 50–52, brake lining exchange; items 12 and 30–32, hub overhaul and seal kits; item 13 and 33–34, wheel cylinder overhaul and cup kits).

Please confirm whether the contractor is required to replace every listed part at every applicable service event regardless of measured wear, or to replace on a condition basis in accordance with Japanese inspection standards and manufacturer service limits.

Answer 9: The contractor is required to replace parts on a condition basis (when replacement is necessary) in accordance with the manufacturer's service limits and applicable Japanese inspection standards, rather than replacing every listed part automatically at every service event

Q10. PWS ¶3 — Parts sourcing standard

Please confirm whether Original Equipment Manufacturer (Isuzu and Hino genuine) parts are required, or whether equivalent-quality aftermarket parts that meet Japanese safety and emissions standards and the manufacturer's specifications are acceptable.

If OEM parts are required, please confirm whether that requirement extends to consumables (oils, filters, belts, wiper rubber, coolant, grease).

Answer 10: OEM parts are not strictly required. Equivalent-quality aftermarket parts that meet Japanese safety and emissions standards and the manufacturer's specifications are acceptable.

Q11. PWS ¶2, ¶3 — Remedial repairs discovered during inspection

If, during a scheduled inspection, a vehicle is found to require repairs outside the listed task lists in order to pass inspection or to be returned to safe operating condition, what is the required process?

Specifically: (a) is remedial or corrective repair excluded from this contract entirely; (b) is the contractor to stop, notify the COR, and await a separate order; and (c) does the Government intend to establish any not-to-exceed ordering mechanism for such work?

Answer 11: In the past, similar required repairs have been discovered and identified during scheduled vehicle inspection work. Since such remedial or corrective repairs are not within the scope of this contract, the contractor must submit a separate cost estimate, and payment will be processed via Government Commercial Purchase Card (GCPC). However, because the GCPC approval process takes time, if the deficiency does not affect the safe operation of the vehicle, the Government (DDYJ) will temporarily retrieve the vehicle and coordinate a separate schedule to return it to the Contractor for repairs once the purchase card payment is authorized.

Q12. PWS ¶7.b items 35 and 52 — Vehicle-specific exclusions

Items 35 and 52 exclude DLA 03310 from the rear/rear wheel cylinder cup kit and rear/rear brake lining. Please confirm that no other vehicle-specific inclusions or exclusions apply.

The six vehicles span 8-ton to 13-ton capacities, two manufacturers, and model years 2002 to 2016; please confirm whether the Government expects a single uniform task list applied to all six vehicles, or a per-vehicle task list.

Answer 12: In principle, an equivalent set of inspection items shall be performed on all six vehicles. However, for items where specific inclusions or exclusions are explicitly detailed (such as the exclusion of DLA 03310 from the rear wheel cylinder cup kit and rear brake lining), please perform the services exactly in accordance with those specific instructions.

Q13. PWS ¶7.b item 28 — Wing body mechanism

Item 28 requires "Body wing operation check / alarm check" in the annual task list only. Please confirm whether inspection of the wing body hydraulic/electric mechanism and its alarm system is also required at the semi-annual service, and whether repair of the wing mechanism itself is in or out of scope.

Answer 13: This inspection is required only under the annual task list (during the 12-month periodic inspection).

C. CLIN Structure, Pricing, and Currency

Q14. SF 1449 continuation, CLIN 0001 vs. Attachment 2 — Quantity and unit of issue

The SF 1449 continuation sheet shows CLIN 0001 with a quantity of 40,000.000 and a unit of issue of "MO" (month). Attachment 2 provides a single "Amount" field with no quantity or unit-price column. Section 2 and Section 13, paragraph 6.a instruct quoters to "quote a Firm-Fixed Unit Price for the CLIN."

Please confirm: (a) that the 40,000 MO quantity is an artifact of the DLA requisition system and is not a service quantity or a price ceiling; and (b) that quoters should enter a single firm-fixed annual lump-sum price covering all required services on all six vehicles in the "Amount" field (cell D4) of the Attachment 2 "Quote" tab.

Answer 14: Please disregard the 40,000 on page 4. Invoicing is authorized upon the successful completion of each individual service event throughout the performance period. In order to process invoices and payments for each of the twelve (12) scheduled inspections and the seasonal tire changing, quoters are required to provide an estimated price breakdown covering all of these required service events. However, separate line-by-line price breakdowns for each individual sub-task item (such as the 23-item and 54-item checklists) are not required. For general pricing submission, completing Attachment 2 (Schedule of Supplies or Services and Prices) with all-inclusive pricing is sufficient.

Q15. Section 13 ¶6.a; Section 14 — Supporting price breakdown

Will the Government accept a supporting price breakdown (by vehicle and by service event, separating labor, parts, consumables, and any statutory fees) submitted as an addendum to the Attachment 2 workbook, for price-reasonableness analysis under FAR 15.404-1(b)?

Please confirm that submitting such a breakdown will not be treated as a deviation from the prescribed CLIN structure or as a conditional quote.

Answer 15: Quoters may provide a breakdown of their price.

Q16. Attachment 2 — Extraneous worksheet

The Attachment 2 workbook contains a worksheet named "Sheet2" populated with data unrelated to this requirement (E-Ration tunnel bags, shipping boxes, heater module boxes, and fiberboard pads, with weekly stock counts).

Please confirm this worksheet is extraneous, and advise whether quoters should (a) delete it, (b) leave it intact and unmodified, or (c) await a revised Attachment 2. Please also advise whether this content is subject to any CUI or handling restriction.

Why it matters: Quoters need to know whether modifying the Government-furnished workbook creates a compliance issue.

Answer 16: After checking the documents attached in SAM, the said workbook does not appear to be included. In any case it is extraneous.

Q17. Attachment 2 "Quote" tab — Duplicate CUI marking field

Q20. PWS ¶3 — Vehicle transportation to and from the contractor facility

PWS paragraph 3 states, "All transportation for the delivery shall be provided by DDYJ." Please confirm that DDYJ will drive each vehicle to the contractor's maintenance facility and retrieve it upon completion, and that the contractor bears no responsibility for towing, recovery, or transport.

Please also confirm the delivery and pick-up point and the hours during which vehicles will be delivered and collected.

Answer 20: DDYJ will deliver the trucks to the contractor’s maintenance facility an pick-up trucks upon completion. The hours during which vehicles will be delivered and collected. (Mon-Fri 09:00AM-02:00PM)

(Mon-Fri 09:00AM-02:00PM) Q21. PWS ¶2 — Turnaround time and concurrent vehicle availability

Please state the maximum allowable vehicle down-time (turnaround) per service event for both the semi-annual and the annual service.

Please also confirm how many of the six vehicles may be in the contractor's facility at one time, and whether the Government requires a phased schedule so that operational capacity is maintained.

Answer 21: The target down-time (turnaround) per service event is approximately five (5) working days, depending on the specific scope of work required. Furthermore, to keep operational disruption to an absolute minimum, when multiple vehicle services are scheduled within the same month, the Government (DDYJ) highly encourages the contractor to coordinate scheduling so that the pick-up (departure) of the completed vehicle and the delivery (induction) of the next vehicle occur on the same day.

Q22. PWS ¶2 — Inspection due dates and scheduling

Please provide the next due date for each vehicle's semi-annual and annual inspection, so quoters can confirm that all required events fall within the 12-month period of performance and can plan capacity accordingly.

Please also confirm who initiates scheduling — the contractor or the DDYJ Equipment Support Branch — and the required advance notice.

Answer 22: The Maintenance Schedule was accidentally omitted. It is attached to this amendment.

Q23. Base access

Please confirm whether contractor personnel will require access to Commander Fleet Activities Yokosuka or to DDYJ facilities at any point during performance. If access is required, please describe the badging or base-pass process, the required lead time, and any background-check or escort requirement, including for Japanese national employees.

Answer 23: In principle, DDYJ personnel will handle the delivery and pick-up of all vehicles as stated in Answer 20. However, as noted in Answer 7, if a pre-quote vehicle inspection (site visit) is necessary for preparing and submitting cost estimates, the Government (DDYJ) will provide escorts to enter Commander Fleet Activities Yokosuka (CFAY) for any contractor personnel who do not possess a valid base access pass.

F. Schedule and Submission Administration F.

Please confirm whether the "CUI" header and footer described in 5.b must also be applied to the Attachment 2 workbook, or whether completing the pre-populated control block is sufficient. Please also confirm the intended value for "POC" in that block.

Answer 25: Completion the pre-populated control block on the Quote tab of Attachment 2 is sufficient. POC stands for Point of Contact.

POCはPoint of Contact(窓口担当者)の略です。
