About this opportunity
The Department of State is seeking preventive maintenance services for Low Voltage Diesel Standby Generator Systems at the U.S. Embassy in Mbabane, Eswatini. The contract covers scheduled maintenance and inspections for four generator systems (three CAT C18 and one CAT 15 models), including fluid checks, battery maintenance, filter replacements, load bank testing, and comprehensive system evaluations. All contractors must be registered in the System for Award Management (SAM) database prior to proposal submission, and offerors must submit separate technical and price proposals via email to mbabaneprocurement@state.gov. The evaluation will be based on best value principles, with technical capability and past performance factors being significantly more important than price when combined. The proposal deadline is August 6, 2025, at 17:00 hours South African Standard Time.
This solicitation does not utilize any set-aside designations and is open to all responsible sources. No incumbent contractors or current service providers are identified in the opportunity documents. While specific budget ranges are not disclosed, the contract structure will be firm fixed-price with maintenance services priced on a per-service basis, with some generators requiring service every two months and others semi-annually. The anticipated contract performance period includes a base period of twelve months followed by four optional one-year extension periods, potentially extending the total contract duration to five years. All services will be performed at the U.S. Embassy location in the Hhohho Region of Eswatini, with contractors required to provide trained technicians, necessary tools, and materials for maintenance operations.
