About this opportunity

The Department of State is seeking a contractor to provide preventive maintenance services for HVAC and potable water systems at the U.S. Embassy in Mbabane, Eswatini. The solicitation (Number 19WZ6025Q00002) requires a comprehensive maintenance program that includes bi-annual on-site visits, system inspections, chemical treatment, and compliance with multiple technical standards such as NSF, AWWA, and OSHA. Contractors must be registered in the System for Award Management (SAM) database and submit separate Technical and Price Proposals electronically by the deadline of June 2, 2025, at 17:00 hours (SAST). The evaluation criteria emphasize technical capability, with non-cost factors deemed significantly more important than price, and the award will be based on determining the best value for the U.S. Government. The selection process will prioritize vendors who demonstrate knowledge of the installation's specific photovoltaic systems and can fully meet all informational requirements of the request.

The solicitation does not include any specific set-aside designations and covers a base year with four optional one-year extension periods. The place of performance is located in Eswatini, with services focusing on maintaining water treatment equipment including pumps, controllers, and filter stations. Pricing will be determined by multiplying offered prices by estimated quantities across all option years, with the government intending to award the contract to the most responsible company offering the lowest acceptable price. The contract will require the successful bidder to provide all necessary personnel, equipment, chemicals, and testing services to control water-related issues such as corrosion, scaling, and microbiological fouling. Monthly technical analysis of water treatment data and comprehensive reporting will also be required throughout the contract duration.
