The contract covers maintenance of Thermo Fisher instruments used by the Physics Department at the Naval Post Graduate School. This is not a competitive procurement opportunity, but rather a notification of the government's intent to proceed with a sole source award under FAR 6.302-1(b)(1). The anticipated contract value structure includes a twelve-month base period with two twelve-month option periods, totaling a potential 36-month contract duration. The government expects to award this contract on or before July 20, 2025, with the applicable NAICS code being 334516 for Analytical Laboratory Instrument Manufacturing.
The purpose of this sole source procurement is based on the determination that only Thermo Fisher Scientific can provide the required maintenance services as the original equipment manufacturer and authorized service provider for their instruments, parts, training, technical support, and software. Interested contractors must submit capability statements by 9:00 AM Pacific Standard Time on July 2, 2025, exclusively via email to the designated contracting specialist. Capability statements are limited to six pages using minimum 10-point font and must include management and technical data, cost information, and convincing evidence demonstrating authorization as a distributor of Thermo Fisher products. The government will use these responses solely to determine whether to proceed with competitive procurement or continue with the planned sole source award. Only substantive capability statements with required documentation will be considered, while requests for additional information or question-only submissions will not qualify as valid responses.
