About this opportunity

The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research plans to procure preventive maintenance services for two government-owned scientific instruments: a UltiMate 3000 nanoflow liquid chromatography system and a Fusion Lumos mass spectrometer. The agency intends to award this contract on a sole-source basis to Thermo Electron North America, justifying this approach by emphasizing that only factory-trained and company-certified engineers possess the specialized expertise required to maintain these highly sensitive research instruments. The contract will be processed under FAR Part 12 for commercial items and includes requirements for planned preventive maintenance, emergency on-site repairs, replacement parts, software updates, and 24/7 technical support with guaranteed maximum 72-hour response times. While positioned as a sole-source procurement, the notice allows interested parties, particularly small businesses, to submit capability statements or proposals demonstrating their ability to meet the government's requirements. Responses must be submitted via email to Contract Specialist David Romley at David.Romley@nih.gov by 12:00 PM EST on July 17, 2025.

This procurement does not utilize any set-aside designations and is classified under NAICS code 811210 with a small business size standard of $34 million. Thermo Electron North America, located in West Palm Beach, Florida, is identified as the intended sole-source contractor based on their role as the original manufacturer of both instruments. The contract will operate under a firm fixed-price structure for a 12-month performance period from September 1, 2025, to August 31, 2026, with quarterly payments made in arrears. Service requirements include one planned preventive maintenance visit per instrument, one emergency on-site repair visit, and continuous technical support to ensure minimal downtime for these critical research instruments used by the CCR community. The specific instruments are identified by serial numbers 8120696 for the UltiMate 3000 system and FSN20265 for the Fusion Lumos mass spectrometer, and all services will be performed at the NIH facility in Bethesda, Maryland.

The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR) / Laboratory of Cell Biology (LCB) plans to procure, on a sole source basis, preventive maintenance for the government owned UltiMate 3000 nanoflow liquid chromatography system (S/N: 8120696) and Fusion Lumos mass spectrometer (S/N: FSN20265). from:

The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811210 – Electronic and Precision Equipment Repair and Maintenance; and the small business size standard is $34 million.

The UltiMate 3000 RSLCnano and Orbitrap Fusion Lumos are both highly-sensitive and precise instruments. As such, their maintenance requires factory-trained and company-certified engineers who are experts in the engineering and servicing of these pieces of equipment. As Thermo is the manufacturer of both instruments, their engineers are the only ones with the training and knowledge to quickly and correctly maintain and service these instruments. No other engineers would have the expertise required to keep them operational as much as possible.

These instruments are used for service to the CCR community, each day that they are not operable is a detriment to the mission of the NCI. As such, direct access (both via e-mail and telephone) to the service engineers is required to mitigate minor issues and implement quick solutions to maintain the instruments.

Moreover, only Thermo can guarantee maximum response times, at maximum 72-hour response for both instruments. Without direct access to the engineers and the guaranteed service times, the risk of having inoperable instrumentation is quite high. Thus, third-party service companies are not a viable option as they do not allow direct access to factory-certified engineers and cannot guarantee response times.

This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the Government’s needs, it may submit a capability statement, proposal, or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. Responses to this notice shall be submitted via email to Contract Specialist, David Romley at David.Romley@nih.gov no later than 12:00 P.M. EST on Thursday, July 17, 2025 (7/17/2025). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. To receive an award, Contractors must be registered and have valid certification through SAM.GOV. Please reference the notice number 75N91025Q00048on all correspondence.
