About this file
This document is a Notice to Sole Source for preventive maintenance of specialized scientific instrumentation issued by the National Institutes of Health (NIH), National Cancer Institute (NCI). The NIH seeks to procure maintenance services for a UltiMate 3000 nanoflow liquid chromatography system and Fusion Lumos mass spectrometer, specifically from Thermo Electron North America, with a sole source justification based on the manufacturer's unique expertise and factory certification.
The solicitation (Number 75N91025Q00048) is a pre-solicitation notice with a response deadline of July 17, 2025, at 12:00 PM EST. While primarily intended as a sole source procurement, the notice allows interested parties, especially small businesses, to submit capability statements or proposals demonstrating they can meet the government's needs. The maintenance requirement is critical for the Center for Cancer Research's Laboratory of Cell Biology, with Thermo being the only vendor capable of providing the required 72-hour maximum response time and direct access to factory-certified engineers for these highly sensitive scientific instruments.

ISSUED BY: National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Acquisitions (OA)
DESCRIPTION:
The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR) / Laboratory of Cell Biology (LCB) plans to procure, on a sole source basis, preventive maintenance for the government owned UltiMate 3000 nanoflow liquid chromatography system (S/N: 8120696) and Fusion Lumos mass spectrometer (S/N: FSN20265). from:
Thermo Electron North America 1400 Northpoint Pkwy Suite 50 West Palm Beach, FL 33407-1976
The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811210 – Electronic and Precision Equipment Repair and Maintenance; and the small business size standard is $34 million.
The UltiMate 3000 RSLCnano and Orbitrap Fusion Lumos are both highly-sensitive and precise instruments. As such, their maintenance requires factory-trained and company-certified engineers who are experts in the engineering and servicing of these pieces of equipment. As Thermo is the manufacturer of both instruments, their engineers are the only ones with the training and knowledge to quickly and correctly maintain and service these instruments. No other engineers would have the expertise required to keep them operational as much as possible.
These instruments are used for service to the CCR community, each day that they are not operable is a detriment to the mission of the NCI. As such, direct access (both via e-mail and telephone) to the service engineers is required to mitigate minor issues and implement quick solutions to maintain the instruments.
Moreover, only Thermo can guarantee maximum response times, at maximum 72-hour response for both instruments. Without direct access to the engineers and the guaranteed service times, the risk of having inoperable instrumentation is quite high. Thus, third-party service companies are not a viable option as they do not allow direct access to factory-certified engineers and cannot guarantee response times.
This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the Government’s needs, it may submit a capability statement, proposal, or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. Responses to this notice shall be submitted via email to Contract Specialist, David Romley at David.Romley@nih.gov no later than 12:00 P.M. EST on Thursday, July 17, 2025 (7/17/2025). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. To receive an award, Contractors must be registered and have valid certification through SAM.GOV. Please reference the notice number 75N91025Q00048 on all correspondence.
