About this opportunity
The Naval Sea Systems Command (NAVSEA) at Naval Surface Warfare Center (NSWC) Crane is soliciting preventative maintenance services for three specialized scientific instruments: IVA Model 110s Internal Vapor Analyzer, HR-IVA Model 210s High Resolution Internal Vapor Analyzer, and HSHLD Model 310s High Sensitivity Helium Leak Detector Systems. This is a sole-source procurement under FAR 13.106-1 because Oneida Research Services, Inc. is the Original Equipment Manufacturer with exclusive access to all required schematics, maintenance documentation, and proprietary technical knowledge necessary to properly service these instruments. The contract will be structured on a firm fixed-price basis and includes preventative maintenance, parts, calibration, and ongoing support services. While this is a sole-source solicitation with Oneida Research Services as the intended contractor, the government will consider capability statements from all responsible sources, though the final determination to proceed with sole-source award remains solely within the government's discretion. The deadline for submission is January 6, 2026, at 3:00 PM Eastern Time, and all interested offerors must be registered in the System for Award Management (SAM) prior to submission.
This procurement carries no set-aside designation, though one government document references a Women-Owned Small Business (WOSB) set-aside consideration. Oneida Research Services, Inc., located at 8282 Halsey Road, Building 1, Whitesboro, NY 13492-3400, is the identified incumbent contractor and sole source for this requirement. The contract will operate on a base year running from January through December 2026, with two optional one-year extension periods available for 2027 and 2028, allowing for continuity of maintenance coverage across the three-year potential term. The specific award value or budget allocation for these services is not disclosed in the solicitation materials provided. Performance and delivery of all maintenance services will take place at NSWC Crane located in Crane, Indiana 47522, with Christina Staggs serving as the contracting officer's representative and Zach Moore as the technical point of contact for contract administration and inspection.
