About this opportunity
The Naval Medical Research Command (NMRC), operating under the Department of the Navy Naval Supply Systems Command, has issued a Special Notice for preventative maintenance services on a QuantStudio 5 qPCR instrument. This procurement is being conducted on a sole-source basis with Thermo Fisher Scientific (Life Technologies Corporation) in Carlsbad, California, rather than through full and open competition. The notice indicates that interested parties may submit capability statements for government consideration, though this is not a competitive solicitation. The procurement will follow the guidelines of FAR Part 12 for Commercial Items, and the work falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance). The deadline for submission is February 17, 2026.
The objective of this procurement is to establish a comprehensive annual maintenance plan with option years for the QuantStudio 5 qPCR instrument, which is essential for viral and Rickettsial disease sequencing procedures. The government has justified the sole-source approach based on Thermo Fisher's exclusive authorization to service the equipment and its proprietary rights to collection software and service tools that prevent third-party access. To participate, contractors must be registered with the Systems for Award Management (SAM) and possess a valid Unique Entity Identification Number (UEI) prior to award; registration with SAM is available at www.sam.gov or by calling (866) 606-8220. The government conducted a market survey of three vendors and determined that only Thermo Fisher offers the required AB Assurance 1PM Plan with option years, making it the sole viable contractor. The Contracting Officer will conduct a price analysis to ensure fair and reasonable pricing and anticipates negotiating a discount from the commercial price list.
