About this opportunity
The Naval Supply Systems Command seeks preventative maintenance, calibration, and repair services for two VITROS XT 7600 clinical chemistry and immunoassay analyzers aboard the USNS Comfort (T-AH 20) at Naval Station Norfolk, Virginia, with quotes due May 18, 2026. This is a sole-source, Women-Owned Small Business procurement restricted to QuidelOrtho Corporation, the original equipment manufacturer and sole authorized provider of manufacturer-certified service, parts, training, technical support, field service, and software support for the VITROS 7600 systems.
The contractor must provide all-inclusive labor, supervision, parts, diagnostic equipment, inspections, and shipping necessary to maintain the analyzers within original equipment manufacturer specifications in like-new or better condition. Service response is required within four business hours of telephonic or electronic notification, with on-site service within five business days. Formal acceptance is communicated via signed DD250 form executed by the Contracting Officer's Representative and USNS Comfort WAWF Acceptor.
The contract structure includes a prorated base period from September 20 through December 7, 2026, followed by a full base year from December 8, 2026 through December 7, 2027, plus three one-year option years extending through December 7, 2030. The pricing arrangement is firm fixed price with line items for both equipment units across base and option years. The estimated total contract value is approximately $650,000 over the full performance period. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); the Small Business Standard is 1000 employees. Quotes must be submitted via email to Dakota Laughlin at dakota.w.laughlin.civ@us.navy.mil and must include detailed cost breakdowns with labor rates, burden rates, material lists, and justification for all other direct costs.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, Acquisition of Commercial Products and Commercial Services as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to award a firm-fixed-price order on a sole source basis QuidelOrtho Corporation for preventative maintenance (PM), calibration and repair services for the two (2) clinical chemistry and immunoassay analyzers, VITROS XT 7600, FAR 6.302-1. The Contracting Officer has determined that a sole source award is required. The sole source, QuidelOrtho Corporation is the sole provider of manufacturer-certified service, parts, training, technical support, field service, and software support. Because the VITROS 7600 systems utilize proprietary technology and software, no other vendor or third-party service provider possesses the required technical data, proprietary diagnostic software access, or OEM-certified replacement parts necessary to maintain the equipment to required factory specifications. Utilizing a non-OEM provider would risk diagnostic inaccuracies, equipment downtime, and potential voiding of operational warranties, which would directly impact mission readiness and medical support capabilities. This acquisition is being conducted under the authority of 41 U.S.C. 1901, utilizing Simplified acquisition procedures - a sole source acquisition using simplified procedures for the acquisition of commercial products and/or commercial services, as implemented by FAR 12.102(b). The Government intends to solicit and negotiate with only one source under these procedures. The NAICS code is 334516 and the Small Business Standard is 1000 (number of employees). NOTICE OF INTENT: This Notice of Intent is not a request for competitive quotations. Proposals are not being accepted in response to this document. However, interested parties may identify their interest and capability to respond to this requirement. Any information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice. Any questions/responses to this sole source combined synopsis/solicitation should be sent to Dakota Laughlin at dakota.w.laughlin.civ@us.navy.mil and reference this notice.
