About this opportunity
The National Institute of Standards and Technology (NIST) has issued a Special Notice seeking information from potential sources capable of providing routine repair and preventive maintenance services for two JEOL mass spectrometer instruments. The notice serves as both a notice of intent to sole source and a sources sought notification for maintenance services on a JEOL JMS-T100LP ACCUTOF LC-PLUS system. NIST intends to award a sole source contract to JEOL USA of Peabody, Massachusetts under FAR 13.106-1(b) authority unless alternative sources are identified. The instruments are critical components of the Surface and Trace Chemical Analysis Group's operations within the Materials Measurement Science Division. The procurement falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance with a small business size standard of $30.0 million.
The purpose of this Special Notice is to support NIST's Rapid Drug Analysis and Research (RaDAR) program, which focuses on forensic science and homeland security applications including development and evaluation of real-world illicit drug samples. Interested parties must submit responses by 2:00 PM EST on July 17, 2025, providing detailed company information including SAM.gov registration, Unique Entity ID, service capabilities, and relevant experience. Contractors must demonstrate their ability to perform preventative maintenance and routine repairs on the specified JEOL mass spectrometer systems. Responses should be submitted in Microsoft Word, Excel, or PDF format and include information about the company's authorization status and any potential barriers to participation. The notice emphasizes that annual maintenance is essential to prevent downtime and costly repairs while ensuring continued support for critical partnerships through the RaDAR program. No solicitation package will be issued, and this notice does not guarantee a competitive procurement or contract award.
Notice text
The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing routine repair and preventive maintenance services for two mass spectrometer instruments manufactured by JEOL USA. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Joel USA (11 Dearbordn RD Peabody, MA 01960) under the authority of FAR 13.106-1(b).
The Surface and Trace Chemical Analysis Group (STCAG) of the Materials Measurement Science Division (MMSD) of the Materials Measurement Laboratory (MML) has significant research efforts in the fields of forensic science and homeland security. One of the major foci of these efforts surrounds development, evaluation, and quantification of real-world illicit drug samples through our Rapid Drug Analysis and Research (RaDAR) program. To enhance the capabilities of the STCAG and the Materials Measurement Science Division (MMSD) as a whole, the STCAG heavily utilizes a Direct Analysis in Real Time (DART) system that is coupled to two (2) mass spectrometers: (1) JEOL JMS-T100LP ACCUTOF LC-PLUS -Yeti and (2) JMS-T100LP ACCUTOF LC-PLUS -Shark. These systems require annual maintenance to avoid down time and costly repairs and ensure our ability to continue to support critical partnerships through the RaDAR program.
