About this opportunity

The Defense Health Agency has issued a Special Notice announcing its intent to award a sole source contract to Thermo Fisher Scientific for preventative maintenance and repairs of Thermo Fisher laboratory instruments. The U.S. Army Medical Research Acquisition Activity (USAMRAA) is conducting this procurement in support of the Defense Centers for Public Health-Aberdeen (DCPH-A). The notice is being published under Federal Acquisition Regulation requirements to fulfill synopsis obligations before proceeding with the sole source award. The contract will be structured as a firm-fixed price agreement covering a twelve-month base period with four twelve-month option periods, totaling a potential sixty-month contract duration. Services will include annual preventive maintenance, repair services, software support, updates, and technical support calls using certified Thermo Fisher parts and personnel.

The purpose of this notice is to determine whether competitive procurement would be in the government's best interest before finalizing the sole source award to Thermo Fisher Scientific. The agency justifies the sole source approach by citing Thermo Fisher as the only responsible source capable of maintaining their proprietary, complex laboratory instruments, which require specially certified service engineers and original equipment manufacturer parts. Interested contractors must submit capability statements by 9:00 AM EST on July 1, 2025, to Contract Specialist Tiffany Heath via email, referencing solicitation number PANDHA-25-P-0000_071439. All responding vendors must be registered in the System for Award Management (SAM) with valid Unique Entity Identification and CAGE codes. The agency emphasizes that only written capability statements will be considered, and responses requesting additional information or asking questions will not be deemed valid submissions.
