This pre-solicitation notice is seeking proposals for an Indefinite Delivery/Indefinite Quantity contract to deliver software updates to the Advanced Medium Range Air-to-Air Missile inventory. The Air Force Life Cycle Management Center, Air Dominance Division, AIM 120 Development Branch intends to award a sole source contract to Raytheon Missile Systems to support weapon system improvement activities such as software development, modeling and simulation, risk reduction studies, and capability assessments. Proposals will be evaluated based on the ability to provide qualified capabilities without substantial cost duplication or program delays. The deadline for questions is March 4, 2020.
There is no set-aside designation. Raytheon Missile Systems is identified as the only known responsible source given its extensive experience with AMRAAM software and test assets. The anticipated 5-year IDIQ contract from October 1, 2020 through September 30, 2026 has a ceiling value of $125 million. Delivery orders will include software enablers, studies, hardware-in-the loop upgrades, and reports through September 30, 2026.

The Air Force Life Cycle Management Center, Air Dominance Division, AIM 120 Development Branch (AFLCMC/EBAD) intends to solicit and award a sole source Indefinite Delivery/Indefinite Quantity (IDIQ) contract under the authority of FAR 6.302-1 to Raytheon Missile Systems, 1151 E. Hermans Road, Tucson AZ, 85756 in support of AIM-120 weapon system improvement activities. The purpose of this contract is to deliver software updates to the Advanced Medium Range Air-to-Air Missile (AMRAAM) inventory. Delivery orders issued under this IDIQ contract will include, but not be limited to, software development enablers, such as the Candidate Selection Program (CSP); other risk reduction or special interest studies; modeling and simulation activities, to include lethality analysis and hardware-in-the loop/lab test environment upgrades; software development and studies to counter emerging threats; and the ability to develop Foreign Military Sales software version if required. Finally, delivery order requirements under this IDIQ contract will include deliveries of reports that capture the results of performance capability assessments and studies to include evaluations of candidate impacts on weapon system performance. The only known responsible source that can satisfy this requirement is Raytheon Missile Systems because it possesses the required, specific, and detailed knowledge that could only be gained by years of experience in applying skills to the specific AMRAAM missile design. Raytheon Missile Systems has extensive experience with AMRAAM software, produces the AMRAAM missile in all configurations, and operates the only known AMRAAM special test assets and U.S. Government simulation facilities. This 5-year IDIQ contract is anticipated to have an ordering period from 1 October 2020 through 30 September 2024 with a contract Period of Performance not to exceed 30 September 2026. The contract ceiling, or maximum ordering amount, will be $125M. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Any submission will need to demonstrate how the source can provide qualified capabilities without incurring substantial duplication of costs or unacceptable delays to the AMRAAM program activities.
An ombudsman has been appointed in accordance with AFFARS 5352.201-9101. Before consulting with the ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution.
