This is market research only; a future solicitation is anticipated but not yet released. No set-aside is planned.
The contemplated contract spans a base period from September 13, 2026 through September 12, 2027, with four one-year option periods extending through September 12, 2031. ICE audit volumes are estimated at 40 in the base year, declining to 32–35 annually thereafter; CBP audits begin at 20 in option year one and vary between 0–26 per year. Work is performed approximately 30 percent onsite at facilities and 70 percent at the contractor's workspace.
All key personnel must obtain DHS PREA Certification post-award through government-provided training. Program Managers and Assistant Program Managers require bachelor's degrees and minimum ten years of experience in corrections, detention, or related federal agency operations. Auditors must hold bachelor's degrees or have three years of DHS or DOJ PREA audit experience, plus three additional years of specialized auditing or investigative experience in detention facilities. Security requirements include E-Verify verification, background investigations, PIV card issuance, and annual cybersecurity training. Contractor and personnel are prohibited from receiving DHS financial compensation within three years before or after contract conclusion, except for other PREA audits or detention reform consulting.
