About this file

This file contains a Request for Information (RFI) questionnaire issued by the Department of Homeland Security's Immigration and Customs Enforcement (ICE) agency for market research purposes related to PREA (Prison Rape Elimination Act) auditing services. The RFI seeks responses from prospective vendors interested in competing for a future solicitation to conduct compliance audits of ICE immigration detention facilities, ICE holding facilities, and CBP holding facilities against DHS PREA Standards. Vendors are required to submit responses by June 25th at 5:00pm EST to the primary point of contact via email.

The RFI questionnaire consists of thirteen questions assessing vendor capabilities across critical dimensions, including: ability to perform services immediately upon contract start; capacity to provide qualified personnel with audit, inspection, compliance, investigative, detention, and correctional experience; capability to support multiple locations with travel requirements within the same week; ability to manage multiple concurrent audits, reports, and corrective action plans; experience handling sensitive government information; prior support for DHS, DOJ, or federal law enforcement environments; and specific expertise in detention facility inspection programs, annual compliance inspections, death reviews utilizing federal standards, and detention management personnel. Vendors are also asked to evaluate the clarity of the Statement of Work and provide recommendations or feedback on the requirement. Responses should include answers to the questionnaire and a capabilities statement.
