About this opportunity

The Maritime Administration (MARAD) is seeking a licensed marine insurance broker to establish, manage, and administer a fleet Protection & Indemnity (P&I) Policy for six U.S. Government-owned training ships operated by State Maritime Academies. The contract aims to provide comprehensive marine insurance coverage with policy limits of at least $1,000,000,000 for each training vessel, which are primarily used to train midshipmen as merchant marine officers and potentially support national emergency operations. The solicitation (IFB number 693JF725B000003) will be issued in mid to late 2025, with contractors required to be registered in the System for Award Management (SAM). Interested parties can access the full solicitation at https://sam.gov, with contact information provided for Henry Puppe at Henry.Puppe@dot.gov. The primary evaluation criteria will likely focus on the broker's marine insurance expertise, ability to secure comprehensive coverage, and understanding of maritime training vessel risks.

The contract will be structured with one 12-month base period and four 12-month option periods, utilizing a Firm Fixed Price Contract approach. The seven training vessels include the T/S EMPIRE STATE, T/S PATRIOT STATE, T/S GOLDEN BEAR, T/S GOLDEN STATE, T/S STATE OF MAINE, T/S LONESTAR STATE, and T/S STATE OF MICHIGAN, with vessel sizes ranging from 2,250 to 7,600 tonnes and built between 1985 and scheduled for 2026. Currently, the vessels are entered with The American P&I Club on a mutual premium basis, with MARAD self-insuring hull coverage. The ships conduct annual 60-65 day training cruises in international waters, visiting ports in South America, the Caribbean, Europe, and the western Pacific. There is no specific set-aside designation for this contract, and MARAD reserves the right to add or subtract vessels from the list during the contract period. The ships do not carry commercial cargo but transport midshipmen, faculty, and medical personnel during training voyages.
