About this file
This document is a Presolicitation Synopsis and Respondent Questions for a Marine Insurance Brokerage and Fleet Protection and Indemnity Insurance Services contract for US Maritime Training Ships. The Maritime Administration (MARAD) is seeking a licensed marine insurance broker to establish a Protection & Indemnity (P&I) Policy with coverage limits of at least $1,000,000,000 for six training ships owned by the U.S. Government and operated by State Maritime Academies. The vessels include the T/S EMPIRE STATE, T/S PATRIOT STATE, T/S GOLDEN BEAR, T/S GOLDEN STATE, T/S STATE OF MAINE, T/S LONESTAR STATE, and T/S STATE OF MICHIGAN, which range in deadweight from 2,250 to 7,600 tonnes and were built between 1985 and scheduled for 2026.
The primary mission of these training vessels is to prepare midshipmen to be merchant marine officers, with each ship undertaking annual 60-65 day training cruises visiting international ports. The vessels can also be used for national emergency operations and potential humanitarian relief efforts. The solicitation notes that MARAD self-insures for hull coverage, and the current vessels are entered with The American P&I Club on a mutual premium basis. The contract allows for potential additions or subtractions to the vessel list during the contract period, and the ships do not carry commercial cargo but transport midshipmen, faculty, and medical personnel during training voyages.
